The Office of Diverse Learning Supports & Services is dedicated to facilitating activities aimed at accurately identifying students with disabilities and providing them with the specialized instruction and services necessary to address their unique educational requirements.

Position Overview:


Reporting directly to the ODLSS Director of Operations, the Special Education Liaison Officer will oversee and guide networks, schools, and IEP teams in crafting IEPs that adhere to best practice standards.

Key Responsibilities of the Special Education Liaison Officer include:

  • Act as the Special Education Liaison Officer during IEP team meetings.
  • Supervise the execution of procedures and IEP-required services, ensuring compliance with best practice standards and protocols.
  • Participate in the Network team to analyze data, engage in strategic discussions, and follow-up actions; partake in school walkthroughs as necessary.
  • Address significant diverse learner service challenges to ensure all students receive Free Appropriate Public Education (F.A.P.E.).
  • Serve as a liaison for the district.
  • Extend support to charter and non-public schools.
  • Consistently uphold quality interactions with educators, students, parents, and the wider community.
  • Safeguard the rights and confidentiality of individuals.
  • Manage fiscal and physical resources responsibly and effectively.
  • Execute all other tasks and responsibilities as assigned.
Qualifications for Success:

Educational Background:
  • Bachelor's degree from an accredited institution in Education or a related field is required.
  • Master's degree is preferred.
Licensure Requirements:
  • Special Education teaching certificate (LBS1, Deaf/Hard of Hearing, Blind/Visually Impaired, Early Childhood Special Education) and Professional Educator License (PEL) issued by the Illinois State Board of Education with General Administrative Certificate (Type 75 or equivalent from another state) is preferred.
  • Candidates currently enrolled in Education Administration Master's or Doctoral programs, pursuing General Administrative Certification, will be considered.
Experience Requirements:
  • A minimum of three (3) years of experience in the educational field is preferred.
  • Experience in administration and special education is preferred.
Knowledge, Skills, and Abilities:
  • Comprehensive knowledge of special education curriculum and service delivery.
  • Understanding of general education curriculum.
  • Demonstrated awareness of the individual needs of students with disabilities from diverse linguistic and cultural backgrounds.
  • Strong familiarity with federal and state regulations regarding the provision of special education and related services.
  • Awareness of CPS resources.
  • Solid foundation in systems change, administrative leadership, and instructional coaching.
  • Knowledge of intervention and assessment strategies for both disabled and non-disabled students.
  • Understanding of multi-tiered systems of support (MTSS or RTI).
  • Ability to cultivate and maintain effective working relationships with administrators, staff, colleagues, students, parents, governmental and community organizations, and employers.
  • Capability to problem-solve, collaborate within a team, utilize data to inform decisions, and communicate clearly with various stakeholders.
  • Proven expertise in customer service, consensus building, and effective problem-solving skills, along with strong written, verbal, presentation, and interpersonal communication abilities.
  • Ability to prioritize tasks in a dynamic environment.
Employment Conditions:

As a condition of employment with Chicago Public Schools (CPS), employees are required to:
  • Establish and Maintain Chicago Residency: Employees must reside within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. This requirement does not apply to temporary or part-time positions; however, all CPS employees must be residents of Illinois.
  • Be Fully Vaccinated Against COVID-19: Unless approved for a medical or religious exemption, all employees must be up-to-date on COVID-19 vaccinations, including boosters, and submit proof of vaccination to the district within 30 days of hire. "Up-to-date" on vaccination is defined as being at least two weeks past all primary vaccine doses and any applicable boosters. Unvaccinated staff with an approved exemption must undergo weekly testing.
