Position Overview
The Program Manager oversees subordinate personnel in the technical assessment and evaluation of existing operational systems utilized by Flight Service Specialists to deliver flight services within the National Airspace System (NAS).

Key Responsibilities
- Engage in planning initiatives that span organizational boundaries within the major subdivision and Lines of Business/Staff Offices (LOB/SO) to address future requirements for flight service operations, including the development of automation and communication technologies, infrastructure enhancements, and expansion of flight service capabilities, particularly in Unmanned Aircraft Systems (UAS) operations.

- Collaborate with Flight Service Management, Project Management Office (PMO), Finance, and Acquisition (ACQ) in strategizing acquisition and procurement plans, while managing project development and execution in compliance with budgetary constraints for Flight Services activities.

- Direct the team in crafting Statements of Work (SOW) and defining requirements.

- Provide guidance in establishing contractual relationships, assessing cost estimates, determining contractor accountability and compliance, and reviewing cost, price, and technical modifications.

- Formulate and endorse solutions to current and anticipated challenges that may transcend organizational boundaries and disciplines.

- Mentor subordinate managers, employees, and contractors in resolving issues independently, except when higher-level management intervention is necessary for LOB/SO or FAA-wide interests.

Strategic Planning and Communication
- Utilize comprehensive knowledge of program management and a deep understanding of the major subdivision's objectives to engage in strategic planning and convey the organization's mission, vision, and goals.

- Organize programs and activities in alignment with the organization's mission and objectives.

- Develop organizational goals and initiatives, fostering a shared vision that integrates the agency's, service unit's, and directorate's objectives.

- Identify and manage risks and issues that may arise throughout the program lifecycle, implementing corrective measures as necessary.

- Evaluate program strengths and pinpoint areas for enhancement through the creation of an assessment methodology.

- Define, acquire, and allocate budgetary resources, personnel, and other assets to achieve objectives across multiple organizational units, projects, and programs.

- Manage the budget and reallocate resources among organizational units or secure additional resources as required.

Internal and External Collaboration
- Maintain regular internal and external contacts within the major subdivision, including interactions with subordinates, peers, and senior management to discuss project/program statuses and future planning.

- Represent the major subdivision, LOB/SO, or FAA externally as a primary contact for policies, procedures, or other project/program-related matters.

- Hold the authority to make commitments for the major subdivision, establish new policies/procedures, and grant exceptions within established guidelines.

Supervisory Responsibilities
- Undertake a range of supervisory duties, including strategic planning, articulating the organization's vision and objectives, prioritizing tasks, assigning responsibilities, monitoring performance, coaching staff, and managing corrective actions as necessary.

- Individual and organizational performance is typically assessed periodically through performance measures to evaluate success in achieving planned outcomes.

- Exercise broad discretion to ensure alignment of all projects/programs with the tactical and strategic objectives of the major subdivision and LOB/SO.

Qualifications
- U.S. Citizenship is required.
- Selective Service Registration is mandatory for males born after December 31, 1959.
- Submission of an SF50 is required.
- Designated or Random Drug Testing is required.

Specialized Experience
- To qualify for this position, candidates must demonstrate at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level, specifically in applying program and project management principles to manage or direct one or more programs.

- Applicants should provide relevant examples of specialized experience in their work history, as inaccuracies may affect eligibility.

Additional Information
- This position may be subject to a background investigation and may require a one-year probationary period.
