Job Description

Job Summary: We are seeking a highly skilled and experienced Program Manager to join our team at the Department of Transportation. The successful candidate will be responsible for directing subordinate employees in the technical analysis and evaluation of current operational systems used by Flight Service Specialists to provide flight services within the National Airspace System.

Key Responsibilities:

  • Directs subordinate employees in the technical analysis and evaluation of current operational systems used by Flight Service Specialists.
  • Participates in planning efforts that cross organizational lines within the major subdivision and Line of Business/Service Organization on the future needs of flight service operations.
  • Develops and approves solutions to current and anticipated problems that may cross organizational lines and disciplines.
  • Guides subordinate managers, employees, and contractors in preventing and resolving problems without the intervention of higher-level management.
  • Applies knowledge of program management and a comprehensive understanding of the objectives of the major subdivision to perform strategic planning.
  • Communicates the organization's mission, vision, and objectives to stakeholders.
  • Manages risks and issues that may arise over the course of the program life cycle.
  • Assesses program strengths and identifies areas for improvement.
  • Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs.
  • Represents the major subdivision, Line of Business/Service Organization, or the Federal Aviation Administration externally as a primary point of contact for policies and procedures.

Requirements:

  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Must submit an SF50.
  • Designated or Random Drug Testing required.
  • Position may become permanent without further competition.

Qualifications:

  • To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level.
  • Specialized experience is defined as experience in the application of program and project management principles and techniques to manage or direct one or more programs.

Working Conditions:

  • This is a Level 5 (Moderate Risk; Public Trust) position that requires favorable adjudication of a Minimum Background Investigation (MBI) background investigation prior to appointment.
  • The incumbent must satisfactorily complete a 1-year probationary period to remain in this supervisory or managerial position.
