Job Title: Senior Program Manager, Monitoring, Inspection and Permitting
About the Role:This is an exciting opportunity to join the Massachusetts Water Resources Authority (MWRA) as a Senior Program Manager, Monitoring, Inspection and Permitting. As a key member of our team, you will be responsible for directing and managing the Toxic Reduction and Control (TRAC) Department's field operations sections, which include the Inspection, Permitting, and Monitoring Programs.
About You:- You have a Bachelor's degree in chemistry, biology, environmental sciences, or a related engineering or science discipline, with an advanced degree preferred.
- You have at least 8 years of experience in environmental regulatory issues, policies, and practices related to municipal and industrial wastewater treatment and discharge, including an understanding of environmental permitting and enforcing environmental requirements.
- You have a minimum of 2 years of experience in the development and management of permitting programs.
- Directing Field Operations: You will oversee staff responsible for developing, maintaining, and processing permits, including 8M permits, direct connection permits, and applicable environmental permits.
- Coordination and Review: You will coordinate 8M & direct connection permitting reviews with appropriate staff from other MWRA Departments and ensure that all permits are processed efficiently and in compliance with EPA and other regulatory requirements.
- Staff Management: You will supervise Program Managers of inspections, monitoring, permitting, and construction staff and provide guidance on industrial pretreatment and 8M programs.
- Policies and Procedures: You will establish program and department policies by analyzing pertinent issues and information and determining the resources necessary to implement the policy.
- Emergency Response: You will direct TRAC staff preparation and response to emergency spills/releases into the sewer system and participate in the development and implementation of emergency response policy.
- Liaison and Coordination: You will ensure that staff coordinate with other TRAC groups and sections, other MWRA departments, and divisions as needed.
- Training and Development: You will identify and direct coordination of training opportunities for staff in inspection and permitting procedures, waste treatment applications, and federal, state, and local environmental regulations.
- Administrative Duties: You will perform administrative duties such as interviewing and recommending staff for hiring and promotion, reviewing and evaluating staff, scheduling work, developing budgets, managing vehicles, equipment, and supply acquisitions and maintenance, approving timesheets, and helping to develop and implement training for staff members.
- You must have a Massachusetts Class D Motor Vehicle Operator's License.
- You will be required to act as On-Call Manager for TRAC in rotation with other TRAC staff.
We offer a competitive salary of $125,000 - $145,000 per year, depending on experience, plus a comprehensive benefits package.
