Overview:

The GIS Specialist is responsible for executing a range of technical tasks utilizing ArcGIS and Cartegraph to facilitate GIS and asset management operations. This role includes, but is not limited to, the editing and upkeep of data layers, map generation, data collection, and analytical assessments.

Supervision:

This position operates under the general oversight of the GIS Administrator.

Key Responsibilities:

  • Develop, modify, and sustain geographic datasets within an enterprise geodatabase.
  • Regularly publish maps and features to the city's ArcGIS Online platform.
  • Assist in managing internal and external inquiries regarding maps and GIS data.
  • Create high-quality maps and exhibits in both digital and printed formats.
  • Gather existing and new data utilizing GPS technology.
  • Support the functionality of the city's GIS-based asset and work management software, Cartegraph OMS.
  • Encourage the use of GIS applications and provide training for staff on various tools, including ArcGIS and Cartegraph.
  • Perform additional related tasks as assigned.

Minimum Qualifications:

Education and Experience:

A. Education: A Bachelor's Degree in GIS, Geography, Engineering, Computer Science, or a related discipline from an accredited institution.

B. Two (2) years of relevant experience, or

C. An equivalent combination of education and experience.

Knowledge, Skills, and Abilities:

  • In-depth knowledge and technical proficiency with Esri's GIS software: ArcGIS Desktop, ArcGIS Pro, and ArcGIS Online.
  • Familiarity with asset and work management systems, particularly Cartegraph OMS.
  • Experience operating plotters, scanners, and survey-grade GPS devices.
  • Basic skills in desktop hardware and software, along with knowledge of Google Workspace.
  • Experience with addressing, geocoding, and legal descriptions.
  • Understanding of relational database design concepts and schemas.
  • Proficient in cartography, including coordinate systems, projections, and map scales.
  • Strong attention to detail and organizational skills.
  • A systematic and analytical approach to problem-solving.
  • Effective oral and written communication skills.
  • Ability to work independently and collaboratively.
  • Excellent customer service abilities.

Washington City offers a comprehensive benefits package for full-time employees, including a healthcare plan with no out-of-pocket expenses for employee and dependent coverage, a dental plan with no out-of-pocket costs for employees, and a vision plan that also covers employees and dependents at no cost. Additionally, the City provides a $50,000 life insurance policy, AD&D, LTD, and a robust retirement plan. Washington City contributes 4.5% into 401(K) plans for all eligible employees in the public employee fund. All benefits commence on the first day of employment. Employees receive 12 paid holidays, 12 paid sick days annually, plus vacation accruals.

As per Washington City policy, a background check and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment.
