Senior Medical Officer

Overview:
UTMB Health is dedicated to addressing the healthcare requirements of marginalized patient groups within correctional facilities.
POSITION SUMMARY:
This role operates under the guidance of the Associate Medical Director.
- Facilitates the effective functioning of the UTMB Correctional Managed Care Organization.
- Conducts comprehensive medical histories and physical assessments; formulates clinical evaluations based on findings; orders and interprets diagnostic tests, prescribes medications, and provides treatments aligned with clinical evaluations.
- Reviews, completes, and evaluates medical records; assigns, reviews, and updates medical classifications; prepares admission notes and discharge summaries, and conducts rounds on patients in infirmaries or regional medical facilities.
- Refers patients to specialists for further consultations, evaluations, and treatments.
- Participates in a rotation with other physicians to deliver after-hours and weekend patient care.
- Directly oversees all physicians and physician assistants.
- Manages and supervises all operations of the medical department, ensuring adherence to all relevant standards, regulations, policies, procedures, and legal mandates.
- Performs various additional duties as assigned.
- Adheres to and promotes medical policies and procedures.
- Ensures that medical decisions are made impartially and ethically for clients.
- Investigates and suggests institutional policies and procedures to enhance Digital Medical Services/Telemedicine.
- Contributes to the formulation of health-related policies and standards that support the daily functions of Digital Medical Services/Telemedicine and Electronic Utilization Review.
- Ensures that all review decisions comply with medical protocols, ethical standards, and applicable guidelines.
- Actively engages in monitoring client health status, utilization standards, policies, procedures, patient outcomes, and quality assurance.
- Develops strong relationships with colleagues and specialty physicians to ensure positive interactions and high-quality care delivery.
- Participates in Medical Quality Management, reviews quality concerns, makes decisions, and assists in implementing improvements.
- Performs other related responsibilities as necessary.
- Exceptional ability to adapt to evolving technologies, programs, and needs.
- Capability to anticipate and develop strategies to address changes in the healthcare landscape.
- Proficient in computer systems, video conferencing tools, and other electronic devices.

The work setting is within a correctional facility, requiring security clearance and pre-employment drug testing.
EDUCATION/EXPERIENCE REQUIREMENTS:
Must be licensed to practice medicine in Texas with a minimum of ten years of progressive management/leadership and patient care experience. Experience in Telemedicine, Electronic Utilization Review, and Quality Improvement is preferred. Board Certification in Internal Medicine, Family Medicine, or Emergency Medicine is required.
