Job Summary:
We are seeking a highly skilled Cybersecurity Governance Manager to join our team at the Texas Department of Aging & Disability Services. The successful candidate will be responsible for overseeing and establishing goals and objectives for governance teams, including the Cybersecurity Training and Awareness Team, Archer GRC Information System Management team, and the Cyber Impact Assessment Team.

Key Responsibilities:
  • Develop and approve schedules, priorities, and standards for achieving goals of these teams, including allocating appropriate resources to achieve goals and objectives.
  • Oversee budget requirements for the functional areas under their supervision, including approval of budget expenditures for program requirements.
  • Develop and implement cybersecurity governance frameworks and strategies within the organization.
  • Provide leadership and supervision essential to developing and supporting the HHSC Information Security Program and developing strategies for compliance with information security control requirements.
  • Manage and review technology requests to ensure they meet agency security standards.
  • Participate in internal and external compliance and regulatory audits and implement recommended security enhancements.
  • Oversee and/or manage the team's efforts of guiding agency users in adhering to the agency and HHS Security Policy, Guidelines and Standards, Texas Administrative Code (TAC), Health Insurance Portability and Accountability Act (HIPAA), and other state and federal rules and regulations.

Requirements:
  • Excellent written and verbal communication skills.
  • Superior problem-solving skills and ability to comprehend complex technical topics quickly.
  • Knowledge of cybersecurity methodologies and processes.
  • Skill at creating and implementing security program policies, standards, controls, and procedures.
  • Skill at coordinating risk assessments, security assessments, and audits.
  • Skill in assessing risks and forming mitigation alternatives to define compensating controls.
  • Broad technology skills in networking, operating systems, applications, and databases.
  • Knowledge of compliance requirements including HIPAA/HITECH, PCI, SOX, 1 TAC, IRS Publication, Texas Business and Commerce Code, and Texas Health and Safety Code.
  • Knowledge of security and risk frameworks including NIST, SANS, HITRUST, ISO, COBIT.

Working Conditions:
This position requires a strong understanding of cybersecurity governance principles and practices, as well as excellent communication and leadership skills. The successful candidate will work closely with key stakeholders to define and communicate cybersecurity governance objectives and priorities and ensure that resources are allocated appropriately to support these initiatives. The position also requires the ability to assess and monitor the effectiveness of cybersecurity governance practices and make recommendations for improvement.
