Position Overview:
The State of Maine is seeking a dedicated professional to lead the Audit and Compliance Unit within the newly established Paid Family and Medical Leave (PFML) Program. This role is pivotal in ensuring the effective implementation of one of the most significant programs in recent state history.

Key Responsibilities:
  • Develop and oversee specialized audit programs to ensure timely and efficient operations.
  • Supervise a team of up to 9 professionals, including auditors and support staff, ensuring adherence to established standards.
  • Monitor performance metrics and analyze data to enhance operational effectiveness.
  • Create an audit risk assessment framework for senior management to identify critical audit areas.
  • Engage with the public to clarify laws and regulations with professionalism and tact.
  • Design process guides for compliance with contributions and private plan substitutions.
  • Provide comprehensive information on PFML laws and procedures to various stakeholders.
  • Advise on legal and procedural actions to ensure the proper collection of funds and compliance with substitute plans.

Required Skills and Knowledge:
  • Strong understanding of GAAP, GASB, and auditing standards.
  • Ability to assess audit results with a focus on materiality.
  • Proficient in planning, scheduling, and evaluating professional staff work.
  • Knowledge of agency policies and electronic data processing operations.
  • Effective communication skills and the ability to develop and implement policies.
  • Capacity to research complex laws and provide sound advice.

Minimum Qualifications:
Applicants must possess a CPA, CIA, or CISA certification, or a Master's degree in Business Administration or a related field with relevant experience. Alternatively, a Bachelor's degree in Accounting or a related field with significant auditing experience is acceptable. Candidates should demonstrate practical experience in a supervisory role within a government environment.
