TARGET ENTRY SALARY: $79,238 - $83,200 DOQ

Under limited supervision, the Gas Operations Manager is responsible for providing professional, technical, administrative, and supervisory oversight in the development and coordination of programs related to gas distribution operations, design/permitting, administration, and safety/training for the Clearwater Gas System.
Key Responsibilities

Essential Functions: The following duties are representative of the essential functions and responsibilities of the position:
  • Oversees and directs daily operations and administrative functions of the Gas System; manages general administrative tasks including correspondence, scheduling meetings and travel, maintaining filing systems, and updating operational manuals.
  • Plans, manages, and organizes safety and loss control training initiatives; provides training and support for obtaining necessary licenses and certifications mandated by regulatory bodies; coordinates and delivers skills training programs and essential safety training.
  • Facilitates and participates in safety meetings and conducts extensive training sessions for employees, subcontractors, and emergency first responders.
  • Organizes and executes emergency preparedness training sessions and mock drills to ensure employee readiness in emergency situations.
  • Coordinates all construction and maintenance operations on the natural gas distribution network, including compressed natural gas (CNG) filling stations and cathodic protection maintenance; collaborates with the Measurement Technician to identify and resolve issues.
  • Manages all subcontractors and personnel involved in the installation of gas mains and service lines.
  • Possesses substantial knowledge of GIS mapping and atlas requirements to effectively manage multiple construction projects concurrently.
  • Acts as a project engineer; generates permits, designs gas main plans, and oversees facility relocation projects; completes all design tasks including field surveys, design, and permitting work; attends preconstruction and progress meetings; supervises engineering technicians and cathodic protection teams.
  • Drafts, develops, and submits bid specifications; provides information regarding cost analysis and other job-related factors; reviews bids and submits purchase requisitions.
  • Completes, coordinates, and verifies all design work; reviews field surveys, design, and permitting; collaborates with engineers or state/county representatives or Joint Project Agreements (JPA); conducts inspections and oversees construction activities to monitor workload and progress.
  • Assists in the design of gas distribution projects; offers technical support for the distribution and metering aspects of the system; ensures compliance with regulatory agencies and prepares necessary reports.
  • Regulates and manages active contractor bids; evaluates submitted invoices and ensures work completed meets contract standards; mediates and resolves conflicts and actively participates in job completion and management.
  • Performs additional duties as assigned.
Minimum Qualifications

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

Notary Public License is preferred.

Education and Experience:

Bachelor's Degree in Business Administration, Mechanical Engineering, Civil Engineering, or a related field AND three (3) years of professional experience in program development and administration in the assigned field, including at least three (3) years in a supervisory or lead worker role; OR an equivalent combination of education, training, and experience may be considered.
