Salary Ranges:

Eligibility Specialist Trainee: $4,620.00 per month

Eligibility Specialist I: $4,856.00 per month

Eligibility Specialist II: $5,101.00 per month

The Eligibility Specialist classifications are responsible for assessing the eligibility of applicants and recipients for various public assistance programs through interactive interviews and thorough fact-finding. Specialists maintain up-to-date knowledge of program regulations and procedures essential for managing multi-program caseloads. They initiate and process casework using automated systems, identify client needs, and make suitable referrals for health, social, and employment services, while performing related duties as necessary.

The Eligibility Specialist Trainee role is designed for individuals to gain knowledge of the fundamental regulatory and statutory requirements of multiple public assistance programs. Trainees may receive both classroom instruction and on-the-job training before being assigned specific casework or tasks. Once integrated into a unit, trainees will continue their training and may be tasked with various duties that assist in learning to determine initial and ongoing eligibility for public assistance programs. Under close supervision, trainees will complete initial case functions while acquiring the skills necessary to apply complex regulations throughout their training period. Progression to the entry-level Eligibility Specialist I classification is expected upon successful completion of one year as a trainee.

Supervision
Incumbents in the Eligibility Specialist Trainee classification typically receive guidance from an Eligibility Supervisor and may receive lead direction from an Eligibility Specialist III.

The Eligibility Specialist I classification serves as the entry-level position within the series. Candidates may possess prior experience in determining eligibility for various benefits or have completed initial training as part of the Eligibility Specialist Trainee program. Initially, incumbents may receive classroom instruction before being assigned casework. They will work under close supervision while learning to independently assess public assistance eligibility and apply the knowledge gained from their training. As they gain experience, incumbents are expected to handle more complex tasks and larger client caseloads, progressing to the journey-level Eligibility Specialist II classification after one year of satisfactory performance.

Examples of Responsibilities

Responsibilities may include, but are not limited to:
  • Conducting interactive interviews to gather eligibility information and verifying financial, employment, and personal demographic data.
  • Analyzing financial and eligibility data to determine initial or ongoing eligibility for multiple aid programs.
  • Explaining regulations and policies to clients while informing them of their rights and responsibilities.
  • Ensuring the accuracy and completeness of application forms.
  • Resolving discrepancies by obtaining necessary documentation and confirmations.
  • Utilizing automated systems to enter and retrieve data and issue benefits.
  • Determining benefit levels through complex calculations and analysis.
  • Monitoring ongoing eligibility by obtaining updated information and acting on changes.
  • Identifying client needs and making referrals to outside agencies for additional services.
  • Maintaining organized case records and documentation in compliance with regulations.
  • Communicating effectively with clients and stakeholders while ensuring confidentiality.
  • Participating in special projects and preparing reports as required.
Qualifications

Eligibility Specialist Trainee
Pattern 1: Two (2) years of full-time clerical experience involving public contact, interviewing, and information elicitation;
OR
Pattern 2: One (1) year of full-time experience determining eligibility for various benefits;
OR
Pattern 3: Completion of sixty (60) semester or ninety (90) quarter college units.

Experience or education may be combined to meet the above requirements.

Eligibility Specialist I
Pattern 1: One (1) year full-time experience in an Eligibility Specialist Trainee role;
OR
Pattern 2: One (1) year of full-time experience determining eligibility for health programs and two (2) years of clerical work;
OR
Pattern 3: Two (2) years of full-time experience determining eligibility for various benefits;
OR
Pattern 4: Four (4) years of full-time clerical work involving public contact;
OR
Pattern 5: Graduation from an accredited four-year college or university.

Experience or education may be combined to meet the above requirements.

Eligibility Specialist II
One (1) year full-time experience in an Eligibility Specialist I role;
OR
Two (2) years of full-time experience determining eligibility for public assistance programs in a public human services agency.
