Job Overview and Responsibilities
We are seeking qualified candidates for the role of Program and Project Supervisor within the Public Utilities Commission. This position requires individuals to meet specific eligibility criteria. If you are new to state service or need to establish eligibility for this classification, please refer to the examination bulletin for detailed instructions on the application process.
The examination process is distinct from the application for this position, and it is crucial to adhere to all guidelines for both.
Virtual interviews may be conducted via web platforms or phone as deemed appropriate by the hiring manager, while standard in-person interviews will also be available if conditions allow.
Are you passionate about enhancing high-speed Internet access in California? Do you have a keen interest in the California Environmental Quality Act (CEQA)? If so, the CPUC is eager to connect with you. Significant federal investments are being directed to California through the Broadband Equity, Access, and Deployment (BEAD) Program, and the CPUC is responsible for ensuring that telecommunication infrastructure adheres to CEQA.
Under the guidance of the Branch/Program Manager, the Program and Project Supervisor (PPS) will oversee, plan, and coordinate the activities of the newly established Broadband-related CEQA section. The incumbent will directly supervise Section staff, align the Section's efforts with other divisions within the Energy Division, and actively contribute as a member of the Division's management team. Assignments and direction may also be provided by the Division Deputy Director and the Division Director.
In this role, the incumbent will prioritize diversity, equity, and inclusion in policy analysis, stakeholder engagement, and internal processes. The new Section plays a pivotal role in reviewing telecommunication projects statewide and is tasked with developing environmental documents in compliance with CEQA while overseeing construction projects.
Although the primary focus is on telecommunication infrastructure, the Section may also offer permitting services across the California Public Utilities Commission (CPUC) and support various projects, allowing staff to broaden their professional experience through diverse projects and permitting challenges.
To determine qualifications for the advertised classification(s), your STD 678 application form will be reviewed. It is essential to clearly outline your experience related to public utilities and/or transportation in economics, finance, or policy within the job description fields of your STD 678 form, including years and months of service. Failure to provide this information may result in not meeting the minimum qualifications.
We are dedicated to fostering a diverse and inclusive team and strongly encourage applications from individuals of all backgrounds, identities, and abilities.
