Overview

HF Sinclair is in search of a Senior Capital Projects Coordinator to oversee a range of significant projects within the Capital Projects Division. Each project will have a Total Installed Cost exceeding $5MM. The Senior Coordinator will be responsible for all facets of assigned initiatives, including project scope, budgeting, timelines, engineering design, selection of equipment and materials, contractor bidding, construction supervision, change management, safety compliance, and environmental stewardship, ensuring that refinery capital projects are executed safely, profitably, and efficiently. This role will manage multiple large-scale projects concurrently while adhering to budgetary constraints and execution timelines.

Key Responsibilities

PRIMARY DUTIES/RESPONSIBILITIES:
  • Utilizes project management and engineering expertise throughout the project lifecycle for assignments within the Capital Projects Division. This includes being self-motivated and capable of engaging with project teams and key stakeholders.
  • Supervises engineering contractors, ensuring project deliverables and field operations align with expectations. Provides discipline-specific engineering guidance and support to team members as needed.
  • Formulates project scopes, budgets, and Authorization for Expenditure (AFE) documents for approval, ensuring compliance with budgetary and regulatory standards.
  • Reviews plans and prepares or evaluates technical specifications, contract documents, and cost estimates.
  • Procures necessary equipment and materials; evaluates vendor proposals for new acquisitions or upgrades to existing processing equipment.
  • Monitors project schedules and expenditures, providing regular updates and forecasts.
  • Assists fellow project managers with cost estimates, designs, and construction documentation while offering quality assurance during construction phases.
  • Conducts mechanical, civil, and structural assessments for all new, existing, and modified equipment and facilities to ensure adherence to relevant design standards.
  • Initiates and participates in management of change evaluations for relevant projects.
  • Supports construction and commissioning activities of assigned projects through site inspections, responding to Requests for Information (RFI), and approving installations prior to handover to operations.
  • Provides startup assistance for both new and existing refinery equipment.
  • Conducts economic analyses and prepares Return on Investment (ROI) and AFE reports for capital improvements.
Qualifications

A minimum of eight years of progressive experience in a specific engineering discipline along with project management experience is essential.

Preferred Qualifications

Professional Engineer registration, experience in the refinery or petrochemical sectors, and familiarity with processes such as Fluid Catalytic Cracking (FCC), Continuous Catalyst Regeneration (CCR), Alkylation, Sulfur Recovery, Delayed Coking, Lubricants Processing, and Hydro-treating are advantageous.

Educational Background

A Bachelor's Degree in an engineering discipline is required.

Essential Skills

Expertise in the relevant technical field. Strong ability to remain updated on technological advancements and apply analytical knowledge effectively. Proficient in Microsoft Office and commonly used engineering software, with a solid understanding of engineering principles. Excellent written and verbal communication skills, advanced reading and writing capabilities, and proficiency in complex mathematical calculations are required.

Supervisory Responsibilities

This position may involve supervising personnel and contractors.

Work Environment

The role involves both office and plant settings, with travel requirements of up to 20% by land and air. The work environment includes a petroleum refinery, warehouse/plant settings, and outdoor conditions, which may involve exposure to chemicals, pressure vessels, tanks, rotating equipment, and working in confined spaces.

Physical Demands

The job requires standing, walking, sitting, communicating, performing visual inspections, precise hand movements, lifting/carrying up to 50 lbs, climbing heights of up to 200 ft, and color perception. Personal protective equipment is mandatory, and the ability to operate company vehicles is essential.
