Job Title: Deputy Chief Policy Officer

Columbia River Mental Health Services is seeking a highly skilled Deputy Chief Policy Officer to join our team. As a key member of our leadership team, you will play a critical role in ensuring our organization's compliance with federal, state, and accreditation regulations.

Key Responsibilities:
  • Develop, update, and review policies and procedures to ensure compliance with applicable laws and regulations.
  • Oversee internal compliance and quality reviews of behavioral health and medical programs, including billing, accreditation, and documentation reviews.
  • Investigate and develop corrective action plans for any issues related to fraud, waste, and abuse.
  • Assist in tracking, managing, and complying with organization contracts and grants.
  • Update, review, maintain, and communicate agency and program policies, procedures, and ethics and training plan in partnership with agency leadership.
  • Develop and lead implementation of Quality Improvement Plan and measures for success for agency to support growth and program development for client quality and access to care.
  • Lead Compliance team in maintaining, updating, and implementation of the Critical Incident Report (CIR) plan, Workplace Violence plan, and Risk Management plan protocols for the agency, including reporting to State and MCOs for necessary incidents.
  • Identify potential areas of compliance, vulnerability, and risk and implement corrective action plans for resolution.
  • Lead the compliance, quality, and CCHBC teams, providing guidance and support to ensure effective performance.
  • Monitor changes in laws and regulations related to behavioral health.
  • Support building a culture of continuous improvement and ethical behavior within CRMHS.
  • Monitor compliance with State, Contracts, and Accreditation requirements for grievances and supports resolution of grievances when not appropriate for other staff to complete.
  • Take leadership role in the pursuit, management, and compliance of accreditation for organization.
  • Prepare, coordinate, and respond to all State, Federal, County, Managed Care Organization, and accreditation audits, including creating the corrective action plans and is the principal point of contact for all non-billing audits.
  • Assist in identifying funding opportunities and potential new program areas to match organization/department priorities.
  • Generate primary and supporting documentation for funding opportunities through timely submission of well-researched, well-written, and well-documented grant/funding proposals.
  • Assist with reports to government, corporate, foundations, and other funders as required by grant statements of work.
  • Support Health Information Management Manager to ensure compliance with and investigate any issues relating to HIPAA, 42 CFR Part 2, and all other federal and state privacy and confidentiality laws.
  • Supports Chief Policy and Compliance Officer in management of quality, compliance, and CCBHC program.
  • Performs other duties as assigned or as the situation dictates.
Requirements:
  • Master's degree in healthcare, business administration, public administration, or social work preferred.
  • Certification in Healthcare Compliance within 1 year of hire.
  • Experience in developing policies and procedures, grant writing, and process improvement in a healthcare setting.
  • Experience in developing and maintaining contact and communication with state and local government preferred.

  • Proficient with Microsoft Office suite (Word, Excel, Outlook, PowerPoint).
