HotFoot Recruiters is collaborating with a prominent high-tech construction firm to find a Bilingual Human Resources Manager based in Phoenix.

Position: Bilingual HR Manager (Mandarin)

Location: Phoenix, AZ

Salary: $100k – 120k DOE

Work Schedule: Monday - Friday 8:00 AM – 5:00 PM

Job Summary:
  • Manage payroll processing for various employee classifications (Full-Time, Part-Time, Contractors, etc.).
  • Facilitate onboarding and offboarding processes for both domestic and international personnel.
  • Oversee the international visa program and work authorization documentation.
  • Assist staff with inquiries regarding benefits and selections during open enrollment periods.
  • Lead recruitment and talent acquisition initiatives.
  • Improve and streamline HR processes.
  • Handle HR communications, including drafting internal announcements and managing external HR matters.
  • Develop corporate HR policies for review and implementation.
  • Ensure adherence to employment laws and regulations at all levels.
  • Address employee relations issues and collaborate with management on Performance Improvement Plans.
  • Carry out additional assigned responsibilities as needed.
Qualifications:
  • Fluency in Mandarin is essential.
  • At least 5 years of HR experience in industries such as construction, technology, HR consulting, design, or engineering.
  • Able to work extended hours at construction site offices.
  • Bachelor's degree in Human Resources or a related field.
  • 1-2 years of leadership experience managing a small HR team.
