Job OverviewPOSITION SUMMARY

The role involves assisting in the strategic planning, management, and oversight of the Human Resource Department's operations. This includes the development and enforcement of HR policies, overseeing recruitment and selection, ensuring workplace safety, conducting job analyses, managing compensation structures, and facilitating employee training and development programs.

Additionally, the position is responsible for maintaining compliance with payroll regulations and IRS guidelines, utilizing independent judgment to uphold the integrity of HR processes.

SUPERVISORY RESPONSIBILITIES

The position receives general guidance from the Human Resources Director and the City Manager, while directly supervising a team of professional, technical, and clerical staff.

KEY RESPONSIBILITIES

  • Support the Human Resources Director in executing HR services, including recruitment, classification, compensation, and payroll management; recommend and implement policies and procedures.
  • Contribute to the formulation and execution of departmental goals, objectives, policies, and priorities for various service areas.
  • Assist in the planning, direction, and coordination of the HR Department's operational framework.
  • Evaluate workloads, administrative systems, and reporting structures; identify areas for enhancement and implement necessary changes.
  • Assist in the recruitment, training, and performance evaluation of HR personnel; facilitate staff training and address performance deficiencies.
  • Advocate for HR programs and policies; manage and resolve sensitive and complex issues.
  • Act as a representative of the HR Department to other departments and external agencies, coordinating activities and initiatives.
  • Engage in grievance discussions and contract negotiations with unions.
  • Provide support to the City Manager and City Commission; participate in various boards and committees, preparing and presenting reports as needed.
  • Stay informed about emerging trends and innovations in personnel management by attending professional meetings.
  • Address and resolve complex citizen inquiries and complaints.
  • Perform related duties as necessary and maintain a positive attendance record while fostering effective teamwork.
QUALIFICATIONS

Knowledge Required:
  • Comprehensive understanding of human resource operations and services.
  • Supervisory skills for analyzing programs and operational needs.
  • Principles of program development and administration.
  • Municipal budget preparation and administration practices.
  • Principles of supervision, training, and performance evaluation.
  • Relevant Federal, State, and local laws and regulations.
Skills and Abilities:

  • Assist in leading HR operations and services.

Experience and Education:

A combination of education and experience that provides the necessary knowledge and skills is required. A typical pathway includes a Bachelor’s Degree in a related field, complemented by five years of relevant experience, including at least two years in a supervisory role; or an equivalent combination of education and experience. HR certification and prior experience in municipal government are advantageous.

WORKING ENVIRONMENT:

The position primarily operates in an office setting, with occasional field deployment and irregular hours. Physical requirements may include lifting and moving items up to 20 pounds.

LICENSE OR CERTIFICATION:

Professional HR Certification may be required.
