The Texas General Land Office is seeking a highly skilled Grant Specialist to join our CDR-Community & Quality Assurance (C&QA) program area. As a key member of our team, you will be responsible for performing advanced grant development, coordination, and administration work related to all active GLO programs.
Key Responsibilities:- Researches, identifies, and reviews sources of grant documents related to appeals and complaints submitted to the Community & Quality Assurance (C&QA) team.
- Develops and implements work plans and timelines to ensure policies and procedures for grant activity have been observed, based on the established CDR program's criteria.
- Reviews and validates compliance of program staff, vendors, and sub-recipients through the interpretation of guiding policies, rules, and regulations regarding CDR's grant administration.
- Provides detailed guidance to interested parties and resolves any issues that arise.
- Prepares draft correspondence to community stakeholders that provides general information about Community Development & Revitalization (CDR) programs, required documents for programs, and program statuses.
- Connects stakeholders to vendor and sub-recipient staff with respect to the administration and implementation of program activities.
- Acts as a liaison between the agency, state, vendors, sub-recipients, and other interested parties and grant funding sources.
- Analyzes C&QA grant-related data to evaluate program processes and procedures and makes recommendations for areas in need of change.
- Obtains and maintains proficiency in TIGR, the CDR-in-house grant admin software, for the purpose of creating, entering, and maintaining files and records for appeals, reports, and complaints processed by the C&QA team.
- Graduation from an accredited four-year college or university with major coursework in Public Administration or Business Administration is generally preferred, or a related field.
- Additional experience in communicating with the public about the administration, development, coordination, and monitoring of grants.
- Grant Specialist I: Less than one (1) year or more experience in a professional work environment.
- Grant Specialist II: One (1) or more years of relevant experience in a professional work environment.
- Grant Specialist III: Two (2) or more years of relevant experience in a professional work environment.
- Experience monitoring, evaluating, processing, and/or auditing Federally Funded grant programs.
- Proficient with Microsoft Office suite (Word, Excel, PowerPoint, etc.).
- Proficient with Adobe Acrobat Tools.
- Knowledge of laws and regulations pertaining to grants and/or contract administration, of business administration principles and practices, and of research and budgeting processes.
- Skill in grant preparation, development, evaluation, and monitoring; in report writing; in budget development and monitoring; and in the use of a computer and applicable software.
- Skill in effectively communicating both in writing and verbally.
- Skill in providing exceptional customer service in person and in writing.
- Ability to interpret guidelines, policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements; to communicate effectively; and to supervise the work of others.
- Ability to attend work on a regular and predictable schedule in accordance with agency attendance and leave policies.
