Responsibilities
  • Serve as an ADMINISTRATIVE OFFICER in the ADMINISTRATION DEPARTMENT of the NAVY MARINE CORPS SPECTRUM CENTER located in FT MEADE, MD.
  • Provide comprehensive oversight and management of all activities pertaining to contracts, purchase orders, delivery orders, and interagency agreements as the Contracting Officer Representative (COR).
  • Formulate, execute, and administer budgets, as well as oversee managerial accounting, program analysis, and performance measurement as the Budget Officer.
  • Manage all civilian program areas, including processing personnel actions, overseeing performance programs, and employee relations as the Administrative Personnel Liaison.
  • Oversee all travel functions within the command, including managing traveler profile information, appointment orders, and travel approvals.
  • Implement, manage, and oversee the organization's security protocols, procedures, and measures as the Primary Security Manager.
Requirements
  • One year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Experience applying a wide-ranging knowledge of the Resource Management System, enabling the application of analytical and evaluative methods and techniques to address issues or conduct studies pertaining to the efficiency and effectiveness of program operations.
  • Expertise in relevant laws, regulations, policies, and precedents that impact civilian personnel policy and procedures.
  • Proficiency in the OPM position classification system for appropriately classifying position descriptions.
  • Extensive administrative background and a thorough understanding of Navy procedures, including correspondence, management, and file systems.
  • Reconciling all travel authorizations and vouchers, ensuring compliance with the Joint Travel Regulation (JTR) for reimbursements, entering and maintaining traveler account information, profiles, and trip-related lines of accounting in the Defense Travel System (DTS).
Additional Information

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Certain incentives, such as Recruitment, Relocation, or Student Loan Repayment, may be authorized to eligible selectees. The position is eligible for situational and reoccurring telework. This position requires evening and weekend work. Occasional evening and weekend work may be necessary. Short and long driving may be required occasionally. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
