Marion County Health and Human Services (MCHHS) is looking for a bilingual (Russian or Spanish) Health Educator to join our team and lead the charge in promoting immunizations for kids and adults
In this role, you'll work closely with our Immunization Coordinator and Program Nurse Manager to organize and run exciting outreach events that teach people about the importance of vaccines.
You will help plan and set up outreach events and work to build strong partnerships with our local schools, healthcare providers, and community groups.

GENERAL STATEMENT OF DUTIES
Participate in the planning, organization and implementation of a health education program for a specific population served by the Health and Human Services Department. This may include providing intervention services, technical support and other professional services to public and private medical communities.
SUPERVISION RECEIVED
Works under the general direction of a supervisor who assigns and reviews work for conformance to department policy. May also take direction from a Health Educator 3.

Supervision of employees is not a responsibility of positions within this class.

This position provides services to either monolingual Spanish-speaking individuals or monolingual Russian-speaking individuals; therefore, fluent bilingual Spanish/English or Russian/English skills are required.
Immunization Promotion Outreach Events
- Assist the immunization coordinator in implementing the immunization health education and promotion plan for Marion County Health and Human Services (MCHHS) for children and adult populations.
- Implement outreach activities outlined in the Oregon Health Authority (OHA) state immunization work plan.
- Coordinate with the immunization coordinator and staff to schedule outreach and vaccination events based on identified priority populations.
- Oversee the setup and execution of outreach events, ensuring all aspects, such as presentations, vaccination stations, and interactive activities, are effectively managed. Address any issues that arise during the event to ensure smooth operations.
- Communicate identified program needs to the supervisor, immunization coordinator, and clinic RN.
- Develop and implement detailed plans for outreach events focused on vaccine education. This includes scheduling, venue selection, logistical arrangements, and coordinating with community partners and stakeholders.
- Attend community outreach events to promote immunizations in the community.
- Build and maintain relationships with local healthcare providers, community organizations, schools, and other relevant entities to enhance collaboration and support for vaccine education and outreach initiatives.
- Engage with community members in tandem with the Communications Coordinator to promote upcoming outreach events using various communication methods, such as social media, flyers, and community meetings, to increase awareness and attendance.
- Assist in providing training and education to schools, children's facilities, staff, and immunization providers, and community members.
- Provide data and case studies for public presentation of health problems and instructions; participates in professional conferences and programs.
- Conduct staff conferences and training programs for health and teacher personnel; consults on curriculum content, teaching methods and objectives for training in health education as outlined by the immunization workplan.
- Participate in School Immunization Law services and Immunization education to schools, children's facilities, physicians, other professionals, and the public.
- Track clinic patient appointment adherence and number of patients seen each month.
- Complete surveys with clients served to collect and implement feedback on the process
- Complete outreach reporting to management and staff on upcoming projects and implementation using existing reporting tools.
- Prepare reports on outreach activities, including event outcomes, participant demographics, and lessons learned. Document best practices and recommendations for future outreach efforts and share findings with stakeholders and supervisors.
- Participate in continuous quality improvement projects to vigilantly seek areas of enhancement, streamline processes, and improve staff skills for implementation.
- Always maintain HIPPA compliance with all clients and community partners.
- Other job duties as assigned by your supervisor.
- May need to work outside of usual 8:00 am - 5:00 pm schedule to attend community meetings, outreach events, or provide services.
- Participates in Oregon Health Authority required training, meetings, and communications.
- Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAININGBachelor's degree with specialization in education, public health, health, nursing, sociology, psychology or social sciences; and one year of related experience which may include an internship; ORBachelor's degree with a minor in education, public health, health, nursing, sociology, psychology, or social sciences; and one and a half years related experience which may include an internship; ORBachelor's degree; and two years' experience in education, public health, health, nursing, sociology, psychology, or social sciences; ORAny satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS
- This position provides services to either monolingual Spanish-speaking individuals or monolingual Russian-speaking individuals; therefore, fluent bilingual Spanish/English or Russian/English skills are required. An additional 5% will be added to the hourly wage as compensation for this skill. Finalist will be required to pass a verbal and written Standardized Spanish/English Fluency Assessment as part of the hiring process
- Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. - Must possess, or obtain within 30 days of hire, a valid Oregon driver's license. Must possess, at time of hire, and maintain an acceptable driver's record.
- Final candidate must provide own transportation and must provide and maintain proof of personal automobile liability insurance, at a minimum, in the amount required by Oregon Law (ORS Chapter 806).
- The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
- This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid, Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).

- This is a full-time position, which is eligible for overtime.
- Typical work schedule Monday - Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the program or department. May be required to flex time or work additional hours on weekends or evenings to accommodate business needs.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of the objectives, principles, theories, and practices of health education and the organization and functions of public health; basic life sciences, sociology, community and social organization, and of modern educational theory, literature and techniques; strong communication skills.
Ability to practice successful negotiation and persuasion skills; effectively conduct investigations by interviewing, verifying facts, and documenting information; make constructive evaluations of public health education curricula, programs, methods and accomplishments; lift at least 40 pounds.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; climbs 1 floor of stairs; lifts up to 50 lbs.; pushes, pulls, and carries up to 30 lbs. for up to 20 feet; moves carts weighing up to 30 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; distinguishes colors; hears a normal level of speech; sees using depth perception; works in areas that may be uneven or exposed to heat, cold, humidity, dust, smoke, noise, chemicals, vibration or radiation.
