The Role of the Addiction Treatment Associate 2, with the Student Opportunity for Achieving Results (SOAR) program is to support individuals in an intensive, collaborative, cognitive-based treatment and employment program designed for persons with a history of substance use who are returning to the community from incarceration and have high criminogenic needs. GENERAL STATEMENT OF DUTIES
Primary responsibility of this class is counseling and case management. May organize and facilitate care coordination teams. Under clinical supervision: Provide counseling and case management to persons served and their families. Prepare and maintain service records. May develop and implement specific services in the community. May be required to facilitate or coordinate 24/7 on call services.

SUPERVISION RECEIVED
Work under supervision of a Clinical Supervisor, or designee, who assigns work, establishes goals and reviews results obtained for overall effectiveness. Work within a team and collaborates with other team members. May also work independently in providing program services.

SUPERVISION EXERCISED
Supervision of others in not a responsibility of positions in this classification, however, may exercise lead duties and/or responsibilities for employees, teams, or projects.

Typical Duties - Duties include, but are not limited to the following

The incumbent performs all of the following using a person-centered, strengths-based, recovery-oriented, trauma-informed, culturally-sensitive, and ethically-guided approach:
  • Delivers individual, and group counseling; provides psychoeducation to persons served; provides skills-building to promote recovery and wellness; assists individuals in building recovery networks.
  • Builds rapport with individuals; informs persons served of their rights and responsibilities; explains program policies; screens for the presence of substance use disorders; completes ASAM Criteria assessments; screens for infectious diseases; uses relevant assessment information to prioritize needs; collaborates with persons served to create individualized service plans; identifies health and safety risks to self or others; applies crisis prevention, management, and de-escalation skills.
  • Provides case management and care coordination services; makes timely referrals to other professionals, agencies, community programs, or appropriate resources; evaluates outcome of referrals; creates and maintains positive relationships with SOAR partners. Participate in the weekly scheduled SOAR client progress staffing as a positive and professional team member. Collaborate with the Marion County Parole & Probation and Chemeketa Community College SOAR team.
  • Maintains clinical records in accordance with Federal, State, County Health, and program requirements under the direction of the clinical supervisor.
  • Assists the clinical supervisor in program development, overall service coordination, and presentations of community educational programs, outreach, and activities.
  • Tracks treatment process, progress, and outcome; provides transition planning and supports client transition to other levels of care.
  • Performs other duties as assigned by the supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING
Must possess, or obtain within six (6) months of hire, a current MHACBO (Mental Health & Addiction Certification Board of Oregon) CADC II (Certified Alcohol and Drug Counselor) or higher; ANDTwo (2) years of full-time work experience in addiction counseling or addiction program coordination.   • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.

  • This assignment is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Wednesday - Friday, varying hours, with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of the general concepts of substance use and mental health disorders; knowledge about community resources.

Skills and abilities delivery of addiction counseling and evaluation and individual, group, and family counseling techniques; making referrals for persons experiencing domestic violence, crisis, mental health challenges, etc.; keeping privileged information confidential; establishing and maintaining positive working relationships with other employees, persons served and their families, other agencies, and the public; following directions in a professional manner; preparing documentation of services in a timely and professional manner; ability to perform duties independently.

PHYSICAL REQUIREMENTS
Stands; sits; moves about the work area; bends forward; climbs 1 floor of stairs; lifts and carries up to 30 lbs.; pushes and pulls up to 15 lbs.; moves carts weighing up to 15 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12-pt. font; distinguishes colors; and hears a normal level of speech.

Temporary employees and part-time regular employees working less than 50% of the regularly scheduled work week are not eligible for benefits.
