Under the supervision of the IT Manager, this position leads the development and implementation of a comprehensive technology hardware and software project to capture, store, and report on data for the agency. The Technical Project Manager will develop and manage a comprehensive project plan from initiation to completion. They will work with the leadership team and other stakeholders to ensure the timely completion of all project milestones. The Technical Project Manager will monitor the implementation of the Software project, identify project problems, and communicate the status of the project to the leadership team and other stakeholders. *NOTE: This position is a 3-year (ending in December 2027), full-time, in-person, benefits eligible position that will have an option to become permanent depending on the needs of the agency. Essential Duties & Responsibilities Develop and Manage the Comprehensive Project Plan: - Outline the project scope, deliverables, and project goals. - Identify key project milestones and create timelines to achieve these milestones. - Identify potential risks and challenges that may arise during the project and implement mitigation strategies to address risks and ensure minimal disruption to the project. Stakeholder Engagement and Management: - Act as the primary point of contact for all project stakeholders, ensuring their expectations are managed and met. - Conduct regular stakeholder meetings to review project status, gather feedback, and ensure alignment with project objectives. - Develop and implement a change management plan to manage changes to project scope, schedule, and resources. - Ensure all changes are documented, reviewed, and approved by relevant stakeholders. Quality Assurance: - Develop and implement a quality management plan to ensure project deliverables meet the required quality standards. - Conduct regular quality audits and reviews to identify areas for improvement and ensure compliance with quality standards. Resource Management: - Identify and allocate project resources, including human, financial, and technological resources, to ensure project success. - Monitor resource utilization and make adjustments as necessary to ensure optimal use of resources. Regulatory and Compliance: - Ensure the project complies with all relevant regulations, standards, and organizational policies. - Stay updated on industry best practices and regulatory changes that may impact the project. Post-Implementation Review: - Conduct a post-implementation review to evaluate project success, identify lessons learned, and make recommendations for future projects. - Ensure all project documenta ion is archived and accessible for future reference. Technical Oversight: - Provide technical oversight and guidance to the project team, ensuring technical solutions align with project goals and organizational standards. - Address technical issues and challenges that arise during the project lifecycle. Risk Management: - Continuously monitor project risks and update the risk management plan as necessary. - Conduct regular risk assessments and implement risk mitigation strategies. Vendor and Resource Coordination: - Liaison with any vendors the project requires and manage the successful delivery of all project services and products. - Manage vendor software and hardware for the project from procurement through installation and utilization. - Manage upgrades to the software utilizing the SDLC process. - Write Requests for Proposals (RFPs) for contracted work and manage the selection process for project vendors. Collaboration and Communication: - Collaborate with leadership in all departments to ensure the project plan is clear and understood by all departments. - Provide clear direction to leadership regarding the project, assign project tasks to leadership and staff, and ensure effective collaboration with and between leaders throughout the project lifecycle. - Maintain open and transparent communication with all project stakeholders and leadership including project updates, status reporting, and issue/risk resolution. Performance Monitoring and Problem Resolution: - Continuously monitor project performance, identify the appearance of project problems (should any appear), and work to resolve the problems in a timely manner. Training Coordination: - Coordinate any project training required with vendors and other resources. - Communicate training needs to leadership and ensure that employees receive the required training. Documentation and Financial Management: - Create and update comprehensive documentation including project plans such as staffing requirements, RACI, resource plans, communication plans, etc. - Monitor the project budget and report to leadership on the project financials (i.e., the budget vs. expenditures). Continuous Improvement: - Make suggestions for project improvements as needed. Other Duties as Assigned.
