Job Description

Provides direct supervision typically to professionals or skilled technical employees at the entry or intermediate level. Functions as advisor to unit and division and sets goals and objectives for team members for achievement of operational results. Analyzes and resolves problems through drawing from prior experiences. Interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of Agency resources (operational, financial, and human) in compliance with divisional and Agency goals and objectives

1. The Manager of the Tax Credit Program must become familiar with and follow each PHFA annual Qualified Allocation Plan as required by Section 42 of the IRC. The Allocation Plan dictates the distribution process for Low Income Housing Tax Credits throughout the Commonwealth of PA.

2. Keep abreast of all programmatic changes brought about by the IRS and propose any needed updates to the application package and or the Qualified Allocation Plan so that the Agency abides by the changes.

3. As part of the cost certification and 8609 process, conduct final review and approval of all tax credit applications including underwriting and ranking to determine if the project has met the current Allocation Plan and all Section 42 requirements.

4. Manage the creation of the 10% test, carryover, and 8609 documentation.

5. Monitor each project's progress for adherence to reservation, 10% test, carryover and placed-in-service deadlines.

6. Review and approve all placed-in-service packages including corresponding IRS Form No. 8609.

7. Complete yearly reporting requirements to the IRS and NCSHA including but not limited to the IRS 8610 filing and the Annual NCSHA Factbook Survey.

8. Maintain a master tax credit allocation budget showing the amount of credits allocated to PA each year and the existing reservations.

9. Assist program applicants, recipients of tax credits, and other interested parties on an ongoing basis.

10. Develop and maintain professional relationships with developers, investors, lending institutions and national, state and federal agencies.

11. Assist Agency divisions that are involved with the tax credit program or who may be obtaining information to respond to outside inquiries.

12. Supervise staff including performing their annual performance evaluations.

13. Maintaining a daily physical presence at the office at least three days a week is required to collaborate with Agency staff.
