Overview

Technical, fiscal, advisory, and administrative work as Grants Program Manager for the Department of Environmental Conservation within the Agency of Natural Resources at the State of Vermont.
Responsibilities include managing the release of the request for proposals; Supporting the grant review process that involves ensuring that all proposals are reviewed, distributing all proposals to appropriate staff for review; occasionally taking part in the review if needed, compiling evaluations for final grant committee meeting; and, occasionally participating in the grant review committee if needed.

Incumbent will:
* Manage the development of agreements and amendments from populating initial draft through to grant executing.
* Ensure grants have clear and specific work plans, timelines, and deliverables to ensure seamless tracking and invoicing.
* Review, compile and enter information into databases including data reconciliation between multiple systems.
* Respond to FOIA requests as appropriate.
* Participate in the grant monitoring process to include site visits, payment tests, and other monitoring actions.
* Lead the coordination and facilitation of grant related training materials and trainings across divisions within DEC.
* Play a role in reviewing team agreements to ensure completeness of content, consistency, and compliance.
* Be an active participant in team meetings.
* Work with supervisor on annual workplan and attend regular weekly check ins.

Additional Responsibilities include reviewing and following communication protocols of the State, Agency, Department, Division and Program. Ensuring friendly and respectful communication from the financial operations section to all internal and external customers. As well as maintaining professional behavior and communicating in a courteous and helpful manner, both verbally and in writing.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Bachelor's degree with coursework in financial management, grants administration, program evaluation or closely related field AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Master's degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Five (5) year or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
