Job Overview

Manager Grants Revenue is responsible for maintaining a program to monitor and report compliance of all special revenue programs with applicable State, Federal and District program guidelines. Manage the District fiscal affairs of the grant revenue funds efficiently, expeditiously and to the ultimate benefits.

Position Description

Essential Duties and Responsibilities

  • Assist in the development, implementation and maintenance of an ongoing program to monitor and ensure compliance with applicable State and Federal programs that include grants and School Health and Related Services (SHARS)
  • Collaborate with District departmental and campus staff, vendors and agencies to ensure timely and accurate compliance in accordance with all applicable State and Federal regulations related to Medicaid Programs in schools
  • Assist Director of Special Revenue in developing recommendations for ensuring and correcting compliance violations
  • Assist Director of Special Revenue in monitoring grant program budgets and actual expenditures to ensure that all expenditures comply with applicable program guidelines
  • Prepare, review and/or submit periodic and or final financial reports to the funding agencies as dictated by guidelines
  • Direct the administration of the Medicaid Administrative Cost Reimbursement and School Health and Related Services (SHARS) Program
  • Responsible for the SHARS/MAC participant list, working directly with campus and District staff
  • Supervise SHARS/Medicaid Specialist positions and complete yearly evaluations as well as assist in supervision of the Associate Accountant positions
  • Assist Director of Special Revenue in supervising the preparation of year-end adjustments and closing entries for all Special Revenue Funds and the preparation of special schedules as needed
  • Assist with internal and external audits and reviews, including preparation of responses
  • Assist Director of Special Revenue in analysis of payroll information to ensure proper allocation of grant funds
  • Maintain Excel spreadsheets for various finance functions

  • Bachelor's degree in business or accounting
  • Minimum of 3 years of accounting
  • Experience in the use of PeopleSoft Accounting software, preferred
  • Experience with Medicaid billing programs, preferred
  • Proficient in use of personal computer using Microsoft Excel, Work, databases and other software
  • Ability to communicate effectively, both orally and in writing
  • Experience and working knowledge of TEA's Financial Accountability System Resource Guide (FASRG) and GASB pronouncements and federal compliance laws, preferred

Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.

Additional Information
  • This position may require the employee to work nights and weekends. The work environment has frequent interruptions. Rescheduling and rearranging matters to meet unexpected changes. This position requires repetitive hand motions and prolonged use of a computer. Some assignments are subject to completion within strict time constraints and involve the potential stress associated with time-sensitive completion of tasks. Daily attendance and punctuality at work are essential functions of the job. Tasks involve maintaining security of funds at all times as well as confidentiality of information. This position offers flexible work options, the incumbent has the option to work some days in the office and some days remotely from their home at the discretion of their leader. The incumbent will be required to work in the office on scheduled days or as meetings and work productivity require it.
