Major Functions

This position reports to the Information Technology Section Manager in Court Administration and creates, improves, and implements new strategies. Evaluates existing systems, and focuses strongly on servers, storage, Network, cloud technologies, data backup, procedures, and data availability. Identifies project parameters and advises the Court Technology Officer on what resources will be needed. Please visit for more details. Highly responsible position performing advanced technical work planning, implementing, analyzing, designing, and maintaining computer hardware, operating system software, data storage, and database management systems in a complex multi-system environment.

Illustrative Duties

  • Performs all duties of a Systems Engineer I or II, plus the following:
  • Develops strategic plans for growth and resiliency. Sets priorities, defines project parameters, and allocates resources. Ensures alignment with County, division, and unit goals.
  • Ensures that servers, storage, and databases are installed and configured correctly; are optimized for performance; and are secure. Ensures that highest possible value is being provided to customers while minimizing risk.
  • Leads research and development efforts to innovate and improve existing infrastructure.
  • Monitors network access and investigates threats, intrusions, and hacking incidents.
  • Identifies, analyzes, and tests system and network weaknesses and/or vulnerabilities. Makes recommendations to management regarding improvements to network security and system integrity.
  • Attends work on a continuous and regular basis.
  • Responds to emergency situations.
  • Must adhere to Federal, State, County and Local ordinances.
  • Performs other duties as assigned.
Minimum Requirements

Bachelor's degree in Mathematics, Computer Science, Information Systems, Engineering, or related field, and five (5) years of responsible experience in systems and/or database administration.

Must possess a valid driver's license.

Must obtain a valid Florida driver's license within 30 days of appointment and maintain thereafter.

A comparable amount of training, education, or experience may be substituted for the minimum requirements.

Knowledge, Skills & Abilities
  • All knowledge, skills, and abilities of a Systems Engineer I or II, plus the following:
  • Skilled in developing strategic plans.
  • Skilled in managing multiple contemporaneous projects; including managing shifting priorities and the use of finite resources.
  • Skilled in investigating intrusion and hacking incidents and collecting incident responses.
  • Skilled in identifying, analyzing, and testing systems and network weaknesses and vulnerabilities.
  • Able to identify, analyze, and resolve system and network threats and security issues.
  • Able to determine current technologies and processes with potential to improve the overall security and integrity of networks and systems.
  • Able to communicate effectively both orally and in writing.
  • Able to establish and maintain effective working relationships.
  • Able to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.
