This is a highly responsible technical position involving civil engineering design, review, planning, and project administration. The primary areas of focus relate to the construction, maintenance, and inspection of roads, sanitary sewer, and storm drainage improvements. Additional responsibilities include assisting other City departments with traffic controls, solid waste management, stormwater management compliance, and subdivision/site plan review and inspection. Key Responsibilities: Engineering Design and Project Management: Prepares engineering designs, specifications, schedules, costs, and quantity estimates for municipal public works projects. Acts as the office design engineer, performing studies, reviews, designs, and contract administration. Land Use and Surveying: Performs land use tasks including researching land records, reviewing deed descriptions, advising on land surveying and right-of-way issues, and maintaining road right-of-way records. Regulatory Compliance and Technical Consultation: Interprets and implements applicable ordinances/regulations, consults with independent engineering consultants, and provides written technical advice to City boards and departments. Coordinates with regulatory agencies and ensures compliance with grant requirements and environmental standards. Infrastructure Management and Inspection: Evaluates, purchases, and implements specialized software for infrastructure management, and maintains databases of citywide infrastructure. Supervises the issuing and inspection of Street Opening Permits and performs construction inspections for roads, sanitary sewers, and stormwater facilities. Public Education and Supervision: Provides public education on stormwater management, permitting, and construction standards.
