The Proposal Specialist will work with other department leadership to be responsible for the proposals' full opportunity life cycle.

Responsibilities:

Proven ability in planning, producing, and delivering compliant proposals within a complex business environment. The Proposal Specialist will be experienced in scheduling and running proposal kick-off meetings, managing a proposal team, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign off, document production, and delivery of the completed proposal. Typically, they will have experience of designing, managing, and updating a Content Library, such as SharePoint. Other responsibilities include, but are not limited to:


Delivery of compliant, professionally produced proposals within customer defined timeframes including decomposing and translating RFP requirements into the compliance matrix, annotated proposal outline, and content plans.
Demonstrates hands-on approach to management and brings passion for mentoring department resources to include proposal managers, coordinators, writers, and designers.
Develop training and orientation on proposal development processes, including training for capture managers.
Assign appropriate proposal team resources.
Conducting milestone readiness reviews to assess proposal readiness for color team reviews; adjusting the proposal development schedule accordingly to accommodate corrective actions.
Engage with client and senior executives to guide RFP responses.
Ability to coach the proposal team in persuasive writing and proposal best practices.
Perform in-depth reviews of both text and graphics, ensuring the assigned writing sections comply with RFP requirements, contain win strategies, and comply with formatting and style criteria.
Coordinate with pricing staff to ensure all information is communicated to prepare the Cost Proposal and is received on time.
Serving as volume lead; proposal writer; color team or peer reviewer; or other proposal roles as required.
Proactive risk management and prevention.
Provide unique perspectives on how to win when the odds are not in our favor.
Lead and contribute team initiatives or special projects for process improvement, content management, quality management, etc.
Document template management in line with company branding.
Strong time management / prioritization skills.
Strong written English language skills.

Qualifications:

Minimum Qualifications
Bachelors degree
8 years experience writing technical proposals in DOE, DoD, and commercial industries
Experience managing large proposal response teams
Ability to create, edit, and upload graphics and images applicable to proposals and project descriptions
High-level attention to detail and commitment to producing high-quality proposals.
Ability to coordinate multiple proposals simultaneously which requires strong organizational and time management skills, and multi-tasking abilities
Familiarity with the Federal Acquisition Regulations (FAR) and the Shipley proposal process
Proficient with Microsoft Suite, SharePoint and Adobe Suite
Willingness to travel
Superior communication, verbal, writing, formatting, editing, and proofing skills
Experience working with capture manager, business development, project managers, and engineers and technical team


Desired Qualifications
Masters degree
10 years of experience writing technical proposals in DOE, DoD, and commercial industries
Working skills in Adobe Creative Cloud and experience creating and editing graphics in Illustrator and InDesign

Pay Range:
USD $85,596.00 - USD $154,020.00 /Yr.
