POSITION SUMMARY

Under the guidance of the Grant Manager, this role is tasked with overseeing and ensuring compliance for various federally and state-funded initiatives (such as CDBG, HOME, ESG, CoC, HMIS, ERG, etc.). Responsibilities include drafting proposals, managing projects, ensuring adherence to regulations, evaluating program effectiveness, and conducting research to enhance departmental and city programs.

KEY RESPONSIBILITIES
  • Collaborates with a team to monitor grant-funded initiatives including Community Development Block Grant (CDBG), HOME Partnership Program, Emergency Solutions Grant (ESG), Emergency Repair Grant (ERG), Continuum of Care (CoC), and the Homeless Management Information System (HMIS).
  • Manages all grant reporting data across various information systems (IDIS, HMIS, Neighborly, etc.).
  • Provides technical support to departments and agencies for project implementation and funding agreements.
  • Conducts ongoing research on current regulatory standards for federal and state grant programs.
  • Offers written and verbal communication assistance to agencies, city departments, management, and public inquiries regarding grant programs.
  • Ensures compliance with federal labor standards for funded projects.
  • Reviews grant submissions for reporting issues and recommends corrective measures.
  • Prepares a variety of scheduled and ad-hoc reports.
  • Contributes to the development and execution of the department's Consolidated Plan and Annual Action Plan.
  • Assists with necessary neighborhood and public hearing notifications and meetings.
  • Supports the evaluation and prioritization of funding requests.
  • Helps in preparing grant budgets and annual performance reports.
  • Conducts research and compiles statistical data related to staffing, costs, procedures, and policies for developing proposals for new and ongoing federal and state grant programs.
  • Ensures the preparation and submission of required Environmental Review Records for various programs.
  • Responds to citizen inquiries and interprets departmental policies, programs, and procedures.
  • Assists in coordinating the local Continuum of Care, primarily acting as the collaborative applicant for the annual CoC grant.
  • Oversees and coordinates the Homeless Management Information System (HMIS).
  • Performs additional job-related duties as assigned.
MINIMUM QUALIFICATIONS

A high school diploma or GED is required; a Bachelor's degree is preferred. A combination of education and relevant work experience may be considered in lieu of a degree. A valid Texas driver's license is necessary.

SKILLS AND ABILITIES
  • Ability to collaborate effectively with a diverse team and the public, maintaining professional communication.
  • Proficiency in various office software, including Outlook, Excel, Word, Adobe, PowerPoint, etc.
  • Strong editing and proofreading capabilities.
  • Typing speed of 35 wpm is preferred.
  • Ability to operate computers for data entry and word processing.
  • Excellent verbal and written communication skills.
  • Capability to operate small office equipment, including copiers and multi-line telephone systems.
