ESSENTIAL JOB FUNCTIONS: Establishes and maintains effective working relationships with high level individuals, both internally and within the community to provide information, disseminate departmental information and assist in resolving business related issues. Participates in meetings with developers, businesses, citizens, community leaders, and City personnel on business development projects and programs. Provides assistance to management in resolving business development issues; identifies and conducts research to find alternative solutions; makes recommendations and coordinates implementation. Identifies opportunities for business development, actively implements Business Development strategies; assists in business retention and expansion programs through active outreach to business owners, associations and districts, property owners, and developers. Ensures informational resources are current and available on City website and in person. Assists and advises businesses locating or expanding in the City. Serves as a point of contact for new and expanding business inquiries. Assists business prospects and developers by providing information on available development sites, land, and buildings. Explains the development requirements and facilitates the pre-development review process. Coordinates and monitors functions related to policy and legislative issues, including: conducting research and analyzing policy and legislation that affects the City; preparing related information for presentation to executive staff; conducting briefings; recommending code revisions; and reviewing items submitted for Council consideration. Coordinates and implements the marketing and promotion of business development activities to increase City’s visibility as a desirable business location. Manages and facilitates various complex projects and activities, including: conducting technical analyses; working with City departments to coordinate responsibilities; coordinating requests for proposals RFQ/(RFP) and bid processes; analyzing financial reporting processes; reviewing project budgets; gathering information, reviewing and presenting recommendations; drafting contracts and agreements; resolving problems/issues; creating information system databases to track functions; conducting and/or attending related meetings; developing, monitoring and distributing timeline schedules; and coordinating projects. May carry out lead responsibilities with staff depending on project including: assigning and directing work and reporting problems to supervisor. Prepares complex, routine and non-routine reports as requested utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports, resolutions and staff reports and makes presentations. Coordinates constituent relations and community outreach functions, serves as a liaison and/or member of various committees/teams and collaborates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Makes presentations to business and neighborhood groups, City Boards and Commissions, City Council, and the public. IMPORTANT JOB FUNCTIONS: Generates and maintains economic and demographic data needed to provide reports on market conditions, development opportunities, and other business development-related projects. Develops and maintains a database of businesses, vacancies, and developments in the City to support various business development efforts. Researches and identifies grant opportunities; prepares grant applications for business development projects. Prepares and administers budgets, including reviewing requests and draft budgets, monitoring expenditures, and making requests for fund transfers. May serve as backup for other positions within the department. Performs other related duties as assigned.
