As part of the Department of Disabilities, Aging and Independent Living (DAIL) Adult Services Division, the State Unit on Aging (SUA) is tasked with promoting, overseeing and implementing the activities governed by the federal Older Americans Act (OAA) and the State Plan on Aging. Additionally, the SUA works to strengthen the aging services network and implement a range of grants related to the core state unit mission to support older Vermonters and family caregivers to live as independently as possible and to lead meaningful lives.


The Aging and Disabilities Program Administrator has extensive knowledge of human services operations and systems; and is experienced in program implementation and evaluation. The position will prepare and manage grants and contracts; provide support for various programs and services, including keeping informed of best practices relative to these programs/services; coordinate OAA reporting requirements; and work closely with community partners, including Vermont's five Area Agencies on Aging. Work is performed under the general supervision of the SUA Operations Team Leader and telework is allowed with some in-person work required.

Environmental Factors

Duties are performed primarily in a standard office setting. Meetings with outside agencies will require travel, for which use of state fleet vehicles is encouraged, but private means of transportation must be available. Some pressures from overlapping reporting deadlines and providing quality oversight of programs may be anticipated. Some work outside of normal office hours may be required.

Minimum Qualifications

Bachelor's degree in human services, social work, public health or related field AND a minimum of two (2) years or more working with services to older adults, individuals with disabilities and caregivers, INCLUDING experience in service and program planning, implementation, coordination, and evaluation.

OR

Two years of full-time equivalent college coursework OR an associate's degree AND a minimum of five (5) years or more working with services to older adults, individuals with disabilities and caregivers, INCLUDING experience in service and program planning, implementation, coordination, and evaluation.

Special Requirements

Candidates must pass any level of background investigation applicable to the position. In accordance with applicable hiring standards, fingerprint supported criminal record checks, adult and child abuse registry checks, the Office of Inspector General exclusion database, and motor vehicle driving record checks, as appropriate to the positon under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion, or demotion into a classified position or are persons exercising re-employment (RIF) rights.
