Overview

The Department of Mental Health is seeking a dynamic and qualified limited-service half-time program manager for a federal award from the Health Resources and Services Administration (HRSA) entitled "Pediatric Mental Health Care Access - New Area Expansion." Award period is through 9/29/2026. Pediatric Mental Health Care Access (PMHCA) programs promote mental health integration into pediatric primary care by supporting initiatives that provide tele-consultation, training, technical assistance, and care coordination to primary care providers as they seek to diagnose, treat, and refer children with mental health conditions. The Vermont PMHCA project supports the state's efforts to deliver timely and high-quality mental health care to youth within the primary care setting. This is an exciting opportunity to join a close-knit team and oversee a federally funded project that will engage partners across state government, university, and health care providers, and coordinate at the national level with similar projects. As a key member of the Vermont PMCHA team, the ideal candidate would have experience in grant management, problem-solving orientation, excellent writing and organizational skills, attention to detail, familiarity with the healthcare realm, and a desire to innovate and ultimately advise on opportunities to advance PMHCA's impact statewide.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Duties are performed primarily in a standard office setting. Interaction with government staff, representatives of other human service organizations, and families and consumers is frequent and may involve conflict and strong feelings. Tact and diplomacy are needed. Frequent travel may be necessary for which private means of transportation should be available. Some evening and weekend work and some out-of-state travel may be required.

Minimum Qualifications

Master's degree or higher in Mental Health or closely related field AND one (1) year or more of experience in mental health, public health, or health care administration and program development.

OR

Bachelor's degree or higher in Mental Health or closely related field AND two (2) years or more of experience in mental health, public health, or health care administration and program development.

OR

Four (4) years or more of experience in mental health, public health, or health care administration and program development.

Preferred Qualifications

The ideal candidate will have experience with federally funded programs and will have experience in the mental health system of care including specific experience in the project area of focus (e.g. preference for experience providing/overseeing school-based mental health services for a project focused on addressing student mental health in school systems).
Experience providing clinical mental health services.
Grant Administration experience.
