We are looking for a dedicated professional to join our team in an investigative, analytical, and policy-oriented role. This position is crucial in supporting program integrity, quality control, policy development, and utilization management. Your work will guide mental health care delivery and drive improvements at both the community and departmental levels. This position may require travel.

Key Responsibilities:

* Oversee community program reimbursement reviews.
* Provide policy consultations to community programs, ensuring adherence to health insurance reimbursement standards.
* Monitor provider utilization patterns and address deficiencies with quality improvement actions.
* Author policy documents guiding agency spending, decision-making, and resource management.
* Educate and advise community-based program staff on departmental policies and procedures.
* Coordinate and execute audits, corrective actions, and training for regulatory compliance.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations. Some private means of transportation should be available since travel outside of the worksite will be required. Urgent deadlines can be anticipated. Position will have extensive interactions with community mental health service providers and management and the State Medicaid Authority.

Minimum Qualifications

Master's degree in public or business administration or in a human services or health field AND one (1) year or more of experience at a professional level in health care administration, public or business administration, a Medicaid program or in benefits administration.

OR

Bachelor's degree AND four (4) or more years of experience at a professional level in health care administration, public or business administration, a Medicaid program, or in benefits administration.

OR

Five (5) years or more of experience in health care administration, public or business administration, a Medicaid program, or in benefits administration.

Preferred Qualifications

Utilization review, compliance, regulatory oversight, and/or research and evaluation experience. Knowledge of the Vermont Medicaid program.
