GENERAL PURPOSE:Under general direction supports Tacoma Link operations and maintenance departments, Agency training and development opportunities. This position will be identifying, developing, testing, deploying and tracking compliance for a variety of technical training programs to support the organizational goals for Tacoma Link. Core areas of responsible are for all rail training including but not limited to: rail operators, rail maintenance and rail supervisor training, compliance training and tracking on a Learning Management System (LMS).

ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
  • Researches, develops, plans, organizes, conducts and evaluates technical training programs for Tacoma Link focusing on rail operations, rail maintenance, Health and Safety standards/regulations, Agency, and other technical training to meet compliance protocols for Tacoma Link; partners with HR & Safety divisions to evaluate official employee training records and consultant contracts.
  • Directly responsible for the management, safekeeping, accuracy and reporting of the training records and training program required to satisfy all jurisdictional and agency requirements. Provides SME support for any audits of the training program for Tacoma Link.
  • Collaborates with internal and external departments to evaluate and define overall training needs, develops appropriate learning objectives and curriculum, conducts training, identifies speakers or instructors, and evaluates program effectiveness.
  • Develops classes to ensure that training is available on current and upcoming technologies, product features, and troubleshooting information. Develops courses by using adult learning principles, appropriate media, product information, and technical sources; updates LMS with courses and completed training for compliance reporting.
  • Develops and delivers initial classroom and field training for employees in safety sensitive positions, evaluates refresher training needs for compliance measures; evaluates safety standards/regulations training needs for Tacoma Link.
  • Serves as Tacoma Links subject matter expert for LMS, updates internal staff on the use of the system, creates appropriate training programs for Tacoma Link and reporting needs; partners with HR staff for accurate employee records. Writes material for new training programs; reviews, evaluates, and modifies existing and proposed programs; recommends appropriate changes.
  • Prepares and distributes training and onboarding aids such as instructional material, handouts, evaluation forms, and visual aids; sets up audiovisual equipment and makes presentations when necessary. Schedules the appropriate classroom and prepares the physical setup. Supports emergency management drills and exercises.
  • Liaison to external consultant trainers. Contracts with vendors and processes training and venue invoices.
  • May serve on various committees as assigned; attends and participates in professional group meetings; stays abreast of new trends and innovations in the talent, training and OD field; maintains awareness of federal, state and local regulations and impact of changes on the Agency; may work on or have lead on special projects or participate as member of other teams.
  • Other duties as assigned, including a need to be flexible with shifting job duties, schedule and priorities, and new programs.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Education, Computer Science or Trade School Instruction or closely related field and four years of experience in training adults in an organizational setting; OR an equivalent combination of education and experience.

Additional Demands/Requirements:This position is considered safety sensitive. It requires a DOT physical that meets standard to qualify for at least a one-year certification under 49 CFR 391.4, and recertification as needed, and a negative drug test. Following is a description of the circumstances for testing as required by Federal regulations 49 CFR Part 655: random, post-accident, reasonable suspicion, return to duty and follow-up drug and alcohol testing in compliance with Federal Transit Authority DOT alcohol and controlled substances testing program protocols.

Required Licenses or Certifications:
  • Valid state driver's license (with no more than 1 violation in the past 12 months, exclusive of DUI and reckless driving).
Preferred Licenses or Certifications:
  • DOT certification.
  • Rail Operator Certification.
Required Knowledge and Skills:
  • Communication skills to work with all levels of departments, consultants, and trainees.
  • Working knowledge of vehicle maintenance practices.
  • Working knowledge of right of way maintenance practices.
  • In-depth knowledge of standard industrial safety practices such as; Lock-out-tag-out, fall protection, OSHA standards, etc.
  • Working well with technically diverse client groups and a culturally diverse team and clients.
  • Consulting practices to provide resources to work groups.
  • Knowledge of training processes, safety principals, ST and Tacoma Link rules, policies and procedures.
  • Lead/supervisory principles, methods and techniques.
  • LMS content documentation, and reporting.
  • Hands on use of Microsoft Office products, especially Word and PowerPoint.
  • Methods of planning, goal setting and implementation.
  • Tools to develop needs assessments and evaluations for recommendations for program needs.
  • Training delivery methods to meet the requirements of the materials and needs of the audience.
  • Application of project, meeting, and time management.
  • Importance of confidentiality and how it applies to both HR and Training situations.
  • Experience in creating training videos and or online training.
  • Writing age appropriate training materials.
  • Understanding of a variety of presentation formats including lecture, large and small group exercises, and informal settings.
  • Interpreting situations and applying best practices to achieve goals and address concerns.

Physical Demands / Work Environment:
  • Work is performed in a standard office environment and light rail operations and maintenance environment.
  • Subject to standing, walking, bending, reaching, stooping and lifting objects up to 25 pounds; may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals and extreme noise when conducting site visits and working in the field.
