This journey level position located within the Acquisition Department, acquires, through negotiation under eminent domain, the real property necessary to deliver the WSDOT North Central Region’s highway construction projects. This position represents the State to the public in negotiations and is responsible for compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and Chapters 6 and 9 of the WSDOT Right of Way Manual, in order to qualify for and preserve federal funds necessary to support the WSDOT’s program delivery. What to Expect Among the varied range of responsibilities held within this role, you will: Independently negotiate with corporations, partnerships, LLC’s, individuals, and public agencies for the acquisition of real property and/or property rights in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and Chapters 6 and 9 of the WSDOT Right of Way Manual. Reviews, understands, and conveys appraisal information to property owners. Coordinate with project offices to have a thorough understanding of the project effects on acquisition properties. Negotiate Voluntary Possession and Use Agreements and prepares negotiator reports for condemnation cases. Clear encumbrances or makes provisions for special handing. Responsibility for the preparation of all documents required for assigned duties. Responsible for physical inspection of parcels to be acquired. Contact with property owners. Communicate effectively both verbally and in writing. Qualifications To be considered for this opportunity, the following are

required : Associate degree and one (1) year of experience in real estate related fields

OR Two (2) years of experience in real estate related fields

OR One (1) year as a PAS-2 (or its equivalent). AND One (1) year of experience in negotiating acquisitions, relocation of displacees, or other, for eminent domain projects. Knowledge of Federal regulations (49 CFR, Part 24); the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended. Ability to obtain a WA notary within 3 months of hire and maintain during employment. A valid driver’s license. It is

preferred

that candidates have: Knowledge of Revised Code of Washington (RCW) and Washington Administrative Code (WAC) relating to acquisition and condemnation of real property and property rights; WSDOT Right of Way Manual. Knowledge of WSDOT database applications and Microsoft office applications. Ability to speak and write Spanish fluently.
