The Multilateral Investment Guarantee Agency (MIGA) is a member of the World Bank Group, and our mission is to promote foreign direct investment into developing countries to help end extreme poverty and boost share prosperity. We do that through the provision of political risk insurance and credit enhancement to investors and lenders against losses caused by noncommercial risks. For more information, visit www.miga.org.
The IBRD/IDA Guarantee Unit (MIGIG), housed in MIGA, consists of infrastructure finance specialists dedicated to supporting infrastructure investment across all sectors and regions of the World Bank Group (WBG). MIGIG aids in the development, structuring, and implementation of project pipelines and transactions, employing a variety of products, including guarantees, to attract commercial financing and private sector investment at competitive terms for World Bank clients. To date, the IBRD/IDA guarantee program has supported 69 projects, mobilizing $11.5 billion of IBRD/IDA commitments to generate $38.4 billion of private capital and a total of $63 billion in financing.
The Infrastructure Specialist, based in Washington, D.C., will work closely with colleagues across the WBG, including MIGA. This role involves providing technical assistance, financial solutions, and expertise in support of infrastructure investments across all sectors and regions. Responsibilities include developing, structuring, and implementing project pipelines and transactions, creating financing platforms for key climate transitions, and employing credit enhancement and risk mitigation solutions to attract co-financing from the private sector on optimal terms for government clients. The role requires a strong understanding of financial markets, climate finance, and various debt instruments related to client financing. The Infrastructure Specialist will report to the Practice Manager of MIGIG.

Duties and Responsibilities
Advise clients internally and externally (governments), on the development and effective implementation of private investments for sustainable development in infrastructure with a specific focus on private sector financing and climate transitions. Support the expansion of project pipeline, especially in infrastructure that are being targeted to mobilize private sector financing. This includes (i) identification of opportunities and candidate projects, and (ii) relationship building and management with both internal clients (GPs, CMUs, IFC & MIGA) and external clients (banks, institutional investors, credit analysts). Support Senior and Lead infrastructure specialists during preparation, structuring, negotiation, and closing of transactions of investment and policy operations, with a focus on development and effective implementation of mobilizing commercial capital for sustainable development. Work with TTLs as an integral part of the project team, to conduct due diligence for infrastructure finance operations with a special focus on financial analysis and structuring financial solutions for raising commercial funding. Develop and lead conceptualization of MIGIG marketing materials and documentation as well as knowledge products (including webinars, dissemination brochures, country case studies and lessons learned from operations) Being integral part of project teams focusing on: risk assessment and risk allocation, financial structuring, transaction design, structuring and transaction implementation, and assessment of readiness of infrastructure projects to be taken to financial markets for long term funding
Selection Criteria
Master's degree (e.g., in finance, international business, public policy or related field) and a minimum of five years of professional relevant experience or an equivalent combination of education and experience A background in investment and development banking with demonstrated experience in working with private sector projects and governments Strong understanding of infrastructure policies, strategies and institutions, and how they are best designed to deliver services in a sustainable manner A full understanding of project finance, structured finance, capital markets, reinsurance market, ESG linked finance, green bonds and loans, sustainability-linked debt instruments and transition bonds. Familiarity with commercial banks, bond investors and institutional investors and the key motives and constraints driving their lending or investment An understanding of market trends and innovative financial developments across sectors and regions and an ability to translate such trends and developments to potential opportunities that could expand the World Bank's project pipeline that is targeted to mobilize private sector financing Strong analytical skills and proven ability to lead and contribute to high-quality analytical and advisory services tasks (and sub-tasks) related to infrastructure financing, public-private partnerships, and/or related topics Excellent written and spoken English essential; fluency in a second language, especially French and Spanish, is a plus Proven ability to interact and communicate effectively with senior staff and clients Ability to work flexibly on a range of assignments, and prioritize a variety of complex evolving tasks Ability to deal sensitively in a multicultural environment and build effective work relations with clients and colleagues Willingness and ability to travel
