Key Responsibilities:
  • Directs the formulation and execution of the organization's housing initiatives by pinpointing opportunities for the development and acquisition of new affordable housing projects, revitalization of existing properties, and ensuring the portfolio's enduring physical and financial viability while fulfilling the mission.
  • Negotiates and secures project financing, including grants, loans, tax credits, rental assistance contracts, and various subsidies.
  • Conducts research, negotiates, implements, and oversees the acquisition of new properties and the sale of existing assets.
  • Manages the development process from initial project conception through to construction completion and tenant occupancy.
  • Responsible for all facets of project development from conceptualization to tenant move-in.
  • Evaluates feasibility of concepts and conducts local needs assessments.
  • Handles fiscal draw processing.
  • Creates viable financial models, prepares and submits requests for pre-development and permanent financing, including the development of operating pro-formas.
  • Oversees zoning and environmental review processes.
  • Supervises the Asset Manager, ensuring the performance of organizational property assets is reviewed and verified against benchmark performance, and oversees corrective actions through reports.
  • Leads the Property Maintenance Team to ensure efficient and effective project execution.
Qualifications:
  • Preferred B.S. or B.A. degree in relevant fields.
  • Preferred 3 or more years of experience in the real estate sector with a focus on development and asset management.
  • Extensive experience utilizing affordable housing financing tools, including LIHTC, OAHTC, FHA loan products, Project-Based HAP contracts, CDBG, HOME, HUD, bond programs, and year-15 exits.
  • Proven ability to negotiate complex real estate transactions, including reviewing legal documents and negotiating terms to safeguard the agency's financial and business interests.
  • Familiarity with housing compliance and regulatory requirements from various funding sources.
  • Prior experience in affordable housing asset management or property management is preferred.
  • Ability to read, analyze, and interpret tenant leases, management agreements, financial narratives, partnership agreements, development agreements, and other relevant legal documents.
