Provide professional comprehensive expert advice to members and senior officers to embed a corporate complaint, sustainable approach to effective procurement and contract management and monitoring. Demonstrate leadership of the strategic procurement function for both councils to deliver optimum value for money in respect of major programmes and projects. Lead the organisation’s response and understanding of national procurement issues. Key Responsibilities

Co-ordinate all aspects of procurement activity for both councils including oversight in respect of capital programmes and projects.

Represent both councils on strategic procurement matters with external bodies, committees and members.

Responsible for the letting and managing of contracts for the supply of works, goods and services in line with government and Council regulations

Develop processes and implement new procedure to help the Councils benefit from technological developments and increase savings

Ensure procurement activity is linked to the Corporate Plan, Business Plan and budgets available

Provide regular training and development on procurement functions and legislation to officers (including CLT) and to members.

Be responsible for collating of data, maintenance and publishing of the Corporate Contracts Register in line with Transparency regulations.

Develop, maintain and monitor a comprehensive Forward Plan, to enable the identification of forthcoming contracts to allow review and of commissioning options, ensuring savings opportunities are identified

Design, develop and review key strategies, policies and procedures, in liaison with Senior Directors and to be responsible for implementing these with the Councils

Reporting to Members --- to be responsible for the management, development and production of reports provided to elected members, including contract monitoring information on corporate contracts
