Summary The primary purpose of this position is to provide management and administrative oversight of the branch's operations and staff, involving pipefitting and plumbing, electrical, masonry, carpentry, metal crafting, painting, and water features. Responsibilities The major duties of the Supervisory Facility Operations Specialist position include, but are not limited to, the following: Serves as a facility management expert and member of the park management team to develop and implement management strategies. Carries out emergency action plans (storm/evacuation plan, snow and ice control on roadways and buildings, hazardous tree removal, wind damage), including closures of Park areas, storm-proofing buildings, and security and protecting equipment. Provides technical advice, guidance, and support in the oversight of existing and proposed park facility building and utilities. Plans, schedules and directs work to maintain facilities and assets at their most effective level. Develops and manage the division's budget, utilizing financial management programs. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. Contracting Officer Representative (COR) certificate Qualifications All qualifications must be met by the closing date of this announcement-05/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this Supervisory Facility Operations Specialist position at the GS-13 grade level, you must meet the following requirements by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) Serves as a member of the park management team to develop and implement management strategies. 2) Develops and implements projects, and development of alternatives for facility modifications when infrastructure capabilities cannot support mission requirements. 3) Develops and manages a maintenance division's budget, utilizing the agency's financial management programs. 4) Executes established work plans; establishes work schedules and priorities. Recommends promotions, reassignments and other personnel actions. You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information This position is designated as an Emergency Employee to be available in emergency situations. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Physical Demands: Work is mostly sedentary in an office setting. At times, walking, hiking, climbing, bending, and moderate lifting are required. The incumbent is required to operate a motor vehicle for work related activities. Working Conditions: Because of the size of the Park, the program's staff is located at several different job sites. Work is performed in a variety of environments including office settings and outside locations which involve moderate risk and discomforts necessitating special safety precautions; e.g., working around moving machinery and equipment, scaffolding and raising platforms; exposure to noxious chemicals requiring the use of protective clothing, footwear and safety gear. The work involves regular and recurring exposure to risk and discomforts associated with the operation, repair, and maintenance of Park infrastructure and equipment. There are regular exposure to risk situations, such as poisonous plants and snakes, flooding, ice, snow, earthquakes, fallen trees impeding across roadways, traffic accidents/incidents, as well as other potentially dangerous maintenance operations found in an urban setting. Then incumbent makes job sites inspections throughout the Park, which includes working inside and outside in weather conditions varying from hot, humid summers to below freezing temperatures. The incumbent frequently travels to other parks to perform inspections and to offer consultation and expertise. The incumbent is required to work below and above ground level. The National Park Service has determined that the duties of this position are not suitable for telework. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF_50s.
