Duties

The Manager works under the general supervision of the Chief, Facility Services who provides broad policy guidance, and direction. Incumbent is responsible for the overall daily leadership and direction of Facility Operations under Facility Services.

Program responsibilities include customer oversight of 4 million square feet of real property on Capitol Hill and an additional 1.5 million square feet of real property off campus, to include General Services Administration (GSA) leased facilities and decentralized Federal property. Incumbent leads the collaborative activities of other Facility Services sections, Architect of the Capitol (AOC), GSA and other agencies to resolve building operational concerns. Incumbent ensures that safety and operational facility services are carried out responsibly and efficiently and in full accord with all Library governing laws, policies, and regulations.

The Manager operates with an extensive degree of independence of decision and action with complete responsibility and accountability for carrying out duties and assignments on his/her own initiative. Incumbent's completed work is reviewed and evaluated in terms of overall effectiveness in achieving the goals of soundness of overall approach, conformance with controlling management policies, thoroughness, quality of results, and timeliness of completion. Independently conducts a variety of analytical and evaluative studies and projects to assure desired objectives. Organizes and manages multiple separate subordinate projects that are concurrently executed.

Supervises employees performing work at the GS -13 and WS -7 levels and below; as well as multiple seasonal and temporary staff. Provides administrative and technical supervision necessary for accomplishing a variety of work requirements. In conjunction with the Chief of Facility Services, acts as the liaison officer between the Library of Congress Building occupants for the purposes of employee environmental health, safety and comfort and preventative maintenance along with the AOC, GSA, and other facility oversight entities. Sets priorities and prepares schedules for completion of work assignments. Using the demand work order systems and Computer Aided Facility Management (CAFM) systems and automated tools, assigns work to be accomplished by subordinate supervisor(s) and facility specialists. Plans most efficient use of equipment, materials, and employees in terms of workload and target completion dates. Makes decisions on work issues in conjunction with subordinate supervisors and specialists under direct supervision.

Incumbent contract oversight includes, but is not limited to, multiple facility leases, custodial services for on-campus and off-campus facilities, food services and food vending at multiple locations, pest control, preventative maintenance plans, facility assessment, recycling, trash removal and building quality assurance teams. Incumbent analyzes and assesses contractor effectiveness for long-term, extensive technical service contracts, cost type and/or performance based contracts, such as monitoring the status of contract performance or progress, and approval of payments. Develops Statements of Work, Independent Government Estimates, Sole Source Documentation, and other contract related work, coordinates with the assigned Contracting Officers to ensure contract compliance and operational effectiveness of contractors. Serves as Contracting Officer's Representative (COR) or oversees multiple CORs activities for contracts assigned. Monitors contractor activities through evaluation meetings between contactor and senior Library leadership, personal contact and review of subordinates' reports to ensure compliance with technical, financial, delivery, and other terms of the contract. Prepares memorandums, letters, and correspondence for distribution to designated personnel.

Independently identifies and addresses long-range needs, issues, or questions affecting the overall facility maintenance strategies of the Library. Analyzes and develops new repair and modification techniques, criteria, and information required for changes in programs affecting Library occupied or leased buildings. Represents Facility Services in meetings with top Library Officials, the AOC and GSA for the purpose of discussing and resolving work requests related to the occupants and needs of the Library's Capitol Hill Campus, Ft Meade and Culpeper campuses, Taylor Street, Cabin Branch and Landover sites, and other leased and occupied facilities.
