The City of Middleton seeks a qualified and dedicated Code Compliance Officer to assist the Inspection Department and Police Department in ensuring the city is a safe and orderly place to live and work for its citizens. The Code Compliance Officer role would be a perfect opportunity for past Police Officers or Building Inspectors looking for a way to stay in, or return to, service in and to the community without a full time commitment. This role bridges the routine enforcement of areas like parking violations with the specific areas of property code compliance and similar issues. Successful candidates will have a background in code enforcement and may have a background in law enforcement. Highly competitive applicants will have some or all of the the previous and certifications in building inspection. The Code Compliance Officer, under the general supervision of the Building Inspection Manager, is a non-sworn non-represented position that will be responsible for promptly and effectively carrying out routine Building/Zoning/Property Maintenance and Police civil code enforcement. This position will create partnerships with the city residents and business owners to provide education on code compliance and to help preserve and enhance the safety and appearance of the communities and neighborhoods. The Code Compliance Officer will routinely enforce downtown and Middleton High School area parking, as well as any complaints of abandoned vehicles, either on the street or on private property. This role conducts on-site inspections within the built environment in accordance with the City’s Property Maintenance Code, Zoning Ordinance, and other ordinances as applicable to ensure compliance with the City's requirements. The areas of knowledge necessary for this position includes, but is not limited to parking, erosion control, noxious weed and tall grass control, sidewalk snow and ice removal, zoning compliance, and safe and sanitary maintenance of property. This position is: FLSA: Nonexempt Pay Basis: Hourly City Salary Grade: 5 Schedule: Part-time 20/hours week Non-represented Non-supervisory Essential Functions Enforce the City’s parking restrictions through the issuance of parking tickets and when required, having illegally parked vehicles towed. The Code Compliance Officer would routinely enforce downtown and Middleton High School area parking, as well as any complaints of street storage and abandoned vehicles, either on the street or on private property. Handle animal complaints and distribute and track City owned traps. Coordinate fingerprinting activities for residents and employees of local businesses looking for this service. Oversees the speed trailer/sign board and traffic cone programs to facilitate the placement and disbursement of devices. Conducts on-site inspections within the built environment in accordance with the City’s Property Maintenance Code, Zoning Ordinance, and other ordinances as applicable; including, but not limited to: erosion control, noxious weed and tall grass control, sidewalk snow and ice removal, zoning compliance, and safe and sanitary maintenance of property. Conducts proactive as well as complaint-based nuisance inspections and re-inspections as necessary for snow and ice removal of city sidewalks. Conducts special investigations stemming from complaints related to building and nuisance violations. Responds to property owner inquiries by phone, letter, and e-mail, including the delivery of notices of violations and municipal citations. Completes documentation from the field including logs and summary reports related to inspections and the enforcement of the city's parking ordinance. Maintains accurate case documents of investigations, inspections and all other case actions taken; issues abatement work orders and citations as required. Provides expert testimony in municipal or circuit court proceedings. Marginal Functions Other duties as assigned.

Knowledge General knowledge of locations and streets in the City of Middleton. General knowledge of City of Middleton ordinances and codes. Working knowledge of parking enforcement. Skills Must be able to establish and maintain effective working relationships with other employees and the public. Must execute duties firmly, tactfully, courteously and impartially. Use computer software applicable to the duties of the position Working knowledge of applicable codes, standards, and ordinances. Conversational fluency in a second language a plus, in Spanish preferred. Abilities Ability to organize and complete a variety of work assignments and understand department procedures and regulations, as well as controlling laws. Ability to communicate effectively, both verbally and in writing, with a variety of people, including co-workers, other professionals, contractors, developers, elected officials, and the public. Requires a valid Wisconsin State Driver's License. Ability to stand, walk or sit for extended periods and to push/pull objects (speed trailer or road debris). Ability to pass a police background check and drug screening. Education High School Diploma or equivalent. Associates Degree or greater preferred. Training UDC Building Inspector highly preferred, or obtain certification within six months of hire required. UDV HVAC Inspector certification highly preferred, or obtain certification within six months of hire required. Experience Experience with traffic and parking enforcement a plus. Experience or familiarity with code administration, building construction or a related field. Past experience as a sworn police officer desired.
