Overview:

BUSINESS FINANCIAL ANALYST (SSDS):

Bowhead is seeking Business Financial Analyst with demonstrated experience in the following areas: financial reporting, budgeting, requisitioning, and forecasting to support the Ship Self-Defense Systems (SSDS) project at Naval Surface Warfare Center Dahlgren Division (NSWCDD).

Responsibilities:

The Financial Analyst is responsible for managing financial data, tracking budget allocations, and ensuring accurate financial documentation in support of the government customer. The role involves updating Line of Accounting (LOA) records, analyzing burn rates, reconciling financial documents, and supporting the budgeting and planning process for current fiscal year in support of the government customer.

Job duties include but are not limited to:

  • Checking available balances and shut down low balance Network Activity Numbers (NWAs) in Enterprise Resource Planning (ERP) and Integrated Budgeting Planning and Execution System (IBPES).
  • Submitting PRs for Contract Funding.
  • Reviewing midyear plans for approval/rejection.
  • Creating new Task Planning Sheets (TPSs) and Sub-Tasks in ERP and IBPES.
  • Building budget structures in ERP, creating new NWAs, and assigning funding to new funding documents.
  • Assisting in assigning new funding into IBPES, adding new NWAs to IBPES, and creating new subtasks and TPSs in IBPES
  • Completing data calls to include UDL reports, Labor Cost Transfers (LCT), Overhead (OH) errors and Other Funding Documents (OFD).
  • Working with Technical Leads to ensure IBPES plans for labor and service contracts are planned and executed properly.
  • Processing IBPES requests for Incremental Funding for Contracts.
  • Create/maintain program-specific standard operating procedures as assigned.
  • Conduct financial analysis in order to properly execute and maintain appropriated funding in a timely and responsible manner.
  • Provide timely formatting, updates and financial analysis as necessary for monthly reporting requirements for all SSDS and Carrier and Amphib (C&A) sponsors.
  • Research historical and current year outstanding financial transactions per required data calls from NSWCDD and varied sponsors.
  • Provide customer service support to Sponsors & Sponsor Staff, Technical POCs, Program Managers and SSDS Financial counterparts as necessary, in order to effectively understand, communicate requirements and execute anticipated and available funding.
  • Other duties as assigned
Qualifications:
  • Bachelor's Degree preferred
  • 0-2 years of experience in financial reporting, budgeting, requisitioning, forecasting, and utilization of financial software.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:

  • Must be able to lift up to 25 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
