Job Description

Overview:

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) plays a crucial role in supporting the Navy through extensive research, development, testing, evaluation, analysis, systems engineering, integration, and certification of intricate naval warfare systems. The center also offers fleet support, ensuring operational readiness and effectiveness.


Job Summary:

The selected candidate will deliver Financial Improvement and Audit Readiness (FIAR) assistance for NSWCDD, contributing to the overall financial integrity and compliance of the organization.


Education and Experience:

  • A minimum of six (6) years of relevant experience, including at least four (4) years in one or more of the following areas:
  • Financial auditing
  • Financial analysis
  • Government travel policy and administration
  • Civilian payroll and leave policy management
  • Evaluating program adherence to Financial Management Regulations (FMR)
  • Financial and accounting transactions
  • Program cost analysis

Essential Duties:

  • Support Financial Improvement and Audit Readiness (FIAR) initiatives through policy research, analysis, and participation in FIAR meetings at various organizational levels. Responsibilities include taking meeting minutes, conducting FIAR testing and analysis, and drafting necessary documentation for the Managers' Internal Control Program (MICP).
  • Provide support for Financial Systems by performing analyses, making recommendations, generating reports, drafting standard operating procedures (SOPs), and reconciling data from financial management systems.
  • Develop and maintain analytical tools for data and knowledge management to enhance financial management processes.
  • Conduct research and analysis to provide insights supporting the department's records management program, including reviewing the department's file plan and record labeling.
  • Offer administrative support within the records management systems to fulfill departmental requirements.

Knowledge, Skills, and Abilities:

  • Proven ability to apply current Department of Defense (DoD) and Navy financial and administrative directives effectively to Navy programs.
