A union position under the direct supervision of the Accounting Manager, the incumbent in this position is expected to perform professional level accounting duties in the City.

In general, this position assists the Accounting Manager and Finance Director with the functions of the accounting and financial reporting for the City and provides technical guidance and support to all City employees on financially related matters. This work requires a thorough knowledge of general accepted accounting principles (GAAP) and is expected to have a thorough knowledge of accounting systems and procedures with the ability to exercise independent judgment in executing accounting procedures.

ESSENTIAL FUNCTIONS: Assists the Accounting Manager with preparation of the City’s annual financial statements, facilitation of the annual audit process and the implementation and maintenance of accounting-related functions within the City’s enterprise resource planning (ERP) system. Reviews accounting-related transactions, and other materials such as records, reports, invoices, journal entries and ledgers for timeliness, completeness, and reasonableness; validates accuracy of data and compliance with the City’s policies, coding conventions, and procedures; identifies questionable and/or potentially non-compliant data/matters; initiates prompt action to correct/resolve independently where a standard course of action is clearly prescribed. Provides technical advice, assistance, and backup to staff in one of two key areas: “collections” which includes accounts receivable, general billing, utility billing, business taxes, and cashiering or “payments” which includes accounts payable, purchasing, payroll, contract management, debt management, and the payment of taxes. Assists the Accounting Manager to ensure that all bank statements are reconciled to the general ledger monthly and makes any necessary adjustments. Help the Accounting Manager to develop and update financial management and internal control policies and procedures. Conduct analyses and complete special projects as requested.

These duties are not inclusive of all duties, and as such, this position may perform other duties as assigned. QUALIFICATIONS:

Education and Experience: Bachelor’s degree in accounting or closely related field Two years of progressively responsible governmental accounting experience or any combination of education and experience which would provide the desired knowledge, skills and ability required to perform the job.

Licensing and Certification: Current CPA license or working towards a license is highly desirable. Valid Washington State Driver’s License with driving record free of serious or frequent violations. Must be bondable.

Knowledge, Skills, and Abilities: Knowledge of Generally Accepted Accounting Principles (GAAP) and Budgeting, Accounting and Reporting Standards (BARS). Knowledge of the principles and practices of public finance, fund accounting, cash investment activity and modern municipal finance principles. Knowledge of municipal administration, ordinances, statutes, and other legal processes. Knowledge of computers to implement programs and changes necessary for efficient operation. Knowledge of office practices and equipment, money, and banking operations. Ability to assist in preparing clear, concise financial documents and reports. Ability to maintain confidentiality as appropriate. Ability to establish & maintain effective working relationships with Mayor, City Council, City Administrator, Department Heads, fellow employees, and the public. Ability to understand and execute oral and written instructions. Ability to work in a team and independently. Ability to operate a personal computer and is familiar with the Windows operating system, Microsoft Word and Excel and accounting software programs. The noise level in the work environment is usually moderate. Some local travel may be required.
