The Continuous Improvement Specialist II manages and coordinates division-wide performance improvement effort which includes both performance management (PM) and quality improvement (QI) activities. Develops and communicates the strategic vision, scope and mission of performance improvement. Ensures that PM and QI activities are developed and implemented using a data-driven process that set priorities for improvements aligned with ongoing strategic imperatives within the Adams County Children and Family Services Division. Assures that division-wide PM and QI initiatives are focused on improving operational and program efficiencies and effectiveness; participates in organizational strategic planning and provides leadership for PM and QI policy development; provides leadership and coordination for improving the division’s core child welfare functions and evaluating the impact that systems improvements have on state and federal outcomes; and researches and develops PM and QI training programs that focus on enabling the division to achieve improvements in priority child welfare concerns. The position supports all levels of child welfare staff with highly technical expertise in the operation of Colorado's Comprehensive Child Welfare Information System (CCWIS), known as Trails. Utilizes the Results Oriented Management (ROM) system to analyze performance on key child welfare measures and supports and trains managers, supervisors, and caseworkers on the use of ROM. Serve as a lead for internal technology solutions and their implementation within the Division of Children and Family Services. This requires an ongoing relationship and communication with CDHS OIT (Office of Information & Technology), as well as with other technology solutions owners. Ensures that PM and QI activities are developed and implemented using a data-driven process that sets priorities for improvements aligned with ongoing strategic priorities. Works to cultivate a culture of performance improvement that engages Children and Family Services team members at all levels. Provides training on PM and QI methodologies to team members to develop that culture, in collaboration with the Learning and Development Teams. Develops and implements a division-wide PM and QI communication plan to support the division’s strategic plan, and develops and implements a recognition program to celebrate team members’ successes. Evaluates effectiveness of divisional program services; assesses the needs of the programs and provides recommendations to meet those needs; assists in the development of new services and procedures for the programs. In collaboration with the Casework Quality Reviewer, compile and distribute written QA reports summarizing internal reviews to division supervisors, managers and directors. Communicate results to the Learning and Development Teams for potential training needs. Introduces, develops, and implements quality assurance processes, policies, and procedures. Areas lacking policy, process, and procedure to address identified needs and develop policy and procedure. Develop and maintain regular review schedule for all policies and procedures. Actively participates as quality assurance representative in internal and external meetings and workgroups as appropriate. Maintains an accurate and reliable records management system and other related tools which assist in quality assurance efforts. Stays informed of emerging technology and quality assurance methods and recommends improvements and upgrades when necessary. Identifies, evaluates and analyzes adverse quality trends that may impact program effectiveness and funding Receives and responds to a wide variety of child welfare staff needs for supportive technical assistance in the operation of automated functions and data recording in Trails and other child welfare information systems Supports ongoing new worker and refresher trainings related to Trails and other internal ancillary systems. Provides individual, team, section, and agency-wide training as needed for all staff. Performs other related duties as assigned. PM and QI initiatives and methodologies, such as: Plan Do Study Act, Kaizen, Baldrige, National Public Health Performance Standards, Balanced Scorecard, Lean, Six Sigma. Knowledge, skill, and ability with management information systems includingCCWISsystems (preferably the Trails system) and other related automated systems, or ability to learn such systems. Ability to integrate and apply an expert level of data and business process knowledge and techniques in business process analysis, problem analysis, decision making, solution development, and communication to a wide range of systems users. Ability to work collaboratively with internal and external agency staff at all levels including outside agency partners. Ability to effectively represent Adams County's interests when interacting with other county representatives, state personnel, and other stakeholders. Ability to effectively communicate and train complex technical information to a wide range of audiences and build collaborative solutions, both in individual and group settings. Ability to coordinate projects including multiple systems and agencies. Knowledge, skill, and ability with the use of computer hardware and software programs, including but not limited to Word, Excel, PowerPoint, Access, Outlook, and the Internet. Preferably experience with writing database queries using both Microsoft SQL (T-SQL) and Oracle (PL SQL) syntaxes. Experience: Three (3) years of increasingly responsible organizational performance related data collection, process analysis/mapping, research, and statistical analysis experience. Human Services-related experience with team leadership is preferred. Experience delivering and creating educational content/training is preferred. Education and Training: Bachelor's degree in Business Administration, Project Management, Economics, Information Technology, or related field.Proof of education, (degree or transcripts) and license (if candidate has received one) are required. An equivalent combination of related education and experience may be substituted for the education and experience requirements above on a year for year basis.
