1st Choice is seeking a meticulous and experienced Contract Administrator II to become a valuable member of our clients team, specifically working to support Parks and Recreation. This role involves carefully examining, analyzing, and validating documents provided by contractors and vendors, in addition to compiling crucial reports required for finalizing service, commodity, or construction contracts. The perfect fit for this role possesses a deep understanding of contract administration practices, legal terminology, and the skills to audit both estimates and invoices.

Location: Baltimore, MD

Work Schedule: Full-time; Monday- Friday 8:30 a.m. 4:30 p.m.

Key Responsibilities:

  • Review and analyze contractors' or vendors estimates and justifications for reimbursement.
  • Verify invoices for accuracy and conformance with plans and specifications.
  • Conduct field audits on active contracts to verify monthly progress payments.
  • Compile and prepare all documents and reports required for finalizing contracts.
  • Coordinate the submission of contractors' plans and estimates for inclusion in various projects.
  • Review specifications after bidding for compliance with legal requirements and regulations.
  • Maintain effective communication and coordination with contractors, vendors, consultants, and various agencies.
  • Utilize business software to document, monitor, and report on project progress, timelines, and trends.
  • Advise superiors on contractor or vendor performance and provide recommendations.
  • Qualifications:Education: Bachelor's degree from an accredited college or university, preferably in Business Administration, Contract Management, Project Management, or a related field.
  • Licenses and Certifications: A valid Class C Noncommercial driver's license or an equivalent out-of-state driver's license.
  • Experience: A minimum of two years of experience in contract administration, project management, or project coordination. Experience supporting government contracts is required.
  • Skills and Knowledge:
  • In-depth knowledge of practices and procedures related to services, commodities, or construction contract administration, including contract auditing, legal terminology, and the processing of final contract documents.
  • Proficiency in using business database, spreadsheet, and project management software.
  • Ability to audit contractors' and vendors' estimates, invoices, and extra work orders.
  • Strong ability to interpret and explain contract procedures, especially in a governmental context.
  • Ability to read and interpret construction drawings, plans, and specifications when applicable.
  • Proven ability to establish and maintain effective relationships with contractors, vendors, project managers, consultants, engineers, and various governmental agencies.
  • Excellent communication skills, both oral and written, with the ability to produce comprehensive reports and correspondence.
  • Strong analytical skills to assess contractor performance and make informed recommendations.
