Job Summary:
This position will manage and maintain IT systems related to the city’s investment portfolio along with creating accounts for new employees and serving as the ITSC for the office and respond to IT related requests within the office. In this capacity, the position will manage user creation, maintenance, and entitlements of active users in IT systems and banking relationships utilized by the City Treasurer Office (CTO); manage IT systems asset accounts
creation and maintenance; and manage data links between IT and banking systems. In addition, the position will conduct IT system audits and attestations; write programming for data management, analytics, and automation of processes; conduct hardware and software analysis, maintenance, and procurement; function as the primary ITSC for the department; and other IT related ad-hoc projects, reporting, and record keeping.
Responsibilities:
Manages, setup, and maintains technology systems related to investment, portfolio management, banking, and treasury tasks.
Proposed Tasks:
Banking Manager
Manage Bank relationships.
Receive account setup requests to establish accounts and required services at partner banks.
Receive and validate, maintain, and support CoC banking user requests for access, entitlements, credential troubleshooting, etc.
Investment systems setup and maintenance in Bloomberg AIM, Clearwater, and SWIFT systems:
Map accounts and establish data links between services and custodians.
Set up account groupings for aggregate reporting,
Setup and maintain users, accesses, and entitlements.
Setup and maintain standing settlement instructions.
Electronic trading set ups.
IT security assessment, management, and attestation.
Ad-hoc Investment IT project manager in junction with vendors and centralized IT.
Education and skills needed:
Bachelor’s degree in IT management or a related field from an accredited college or university with a bachelor’s degree.
Expert computer literacy and MS Excel knowledge are required. Competent literacy in Bloomberg is preferred. Business management degree is preferred but not required. Preferred programming literacy in VBA, Python, and R.
THIS POSITION IS SHAKMAN EXEMPT
Annual Salary Commensurate with experience $93,744
RESIDENCY REQUIREMENT
All employees of the City of Chicago must be actual residents of the City of Chicago as outlined in Section 2-152-050 of the City of Chicago Municipal code. Proof of residency will be required.
