Org. Setting and Reporting

This position is located in the Secretariat of the Headquarters Committee on Contracts (HCC) and the Headquarters Property Survey Board (HPSB) within the Office of the Under-Secretary-General of Department of Management Strategy, Policy and Compliance (DMSPC).The HCC is established in accordance with Financial Rule 105.13 and renders written advice, to the ASG, OSCM as well as Officials with delegated authority in Entities away from Headquarters, on procurement actions leading to contract awards. The HPSB is established in accordance with Financial Rule 105.22, and renders written advice to the USG, DMSPC, as well as Officials with delegated authority in Entities away from Headquarters on loss, damage or other discrepancy regarding the property of the United Nations.The incumbent reports to the Deputy Chair and the Chair of Headquarters Committee on Contracts and Headquarters Property Survey Board.

Responsibilities

(a) arranging and coordinating HCC/HPSB meetings, (b) ensuring the timely and efficient distribution of procurement case presentations and relevant documentation among members; (c) drafting meeting minutes and recommendations of the HCC and the HPSB; (d) liaising with the Procurement Division and field offices on issues involving procedures, requesting additional information or clarifications to presentations and transmitting any enquiries raised by members regarding case presentations under review; (e) maintaining a permanent and secure record of all minutes, recommendations and case presentations reviewed by the Committee; (f) compiling statistics on the workload, activities and other matters pertaining to the Committee's functioning; (g) assist the Chairman in preparing reports, briefing notes; draft responses to audit observations, reports and management letters for submission to oversight and legislative bodies; provide advice to Secretaries of local committees on contracts and local property survey boards on substantive matters; assist the Chairman in preparing and making presentations to Senior Management and client offices on the role and functions of the HCC and the HPSB, and other matters; (h) deliver training presentations on behalf of the Chairman if requested, supervising the work of support staff and other duties as may be required.

Education

An advanced university degree (Master's degree or equivalent) in public or business administration, procurement, contract administration, audit, finance, management, economics or a related field is required. A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in general administration, procurement, auditing or finance, in an international organization is required.Experience working with procurement cases within a government or within an international organization, such as the United Nations or similar international organization, is required.Experience in conducting training or presentations is desirable.Experience in drafting complex reports and meeting minutes or correspondence is desirable.Experience in supporting procurement compliance bodies or processes within a government or within an international organization, such as the United Nations or similar international organization, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
