Cape Fox is seeking a highly qualified Program Specialist to join our team in support of the US Department of State (DOS).
Core Duties:
Perform specialized analytical services relating to administrative support operations, financial analysis, financial systems, budget and program analysis, program costs, and financial management initiatives. These analytical services could be relating to both domestic and international operations at the Department of State, and more specifically on the Department of State Afghanistan and CARE (Coordinator for Afghan Relocation Effort) funding accounts
Provide program budget support for budget and planning operations, including but not limited to preparing requirements, evaluations, cost analysis and proposal evaluations
Interact with senior Department management, OMB and Congressional committees/staffers on Afghanistan and CARE budget planning and execution
Assist in developing and executing budget processes and procedures
Coordinate South and Central Asian Affairs (SCA) Bureau Executive Office Afghanistan and CARE budget activities with technical program representatives
Provide non-technical writing support in the areas of budgeting, finance, accounting, and financial analysis to support the SCA Bureau
Afghanistan and CARE budget and planning operations
Travel to Department of State offices in Washington D.C. or other locations as determined by Government task manager
Perform training functions including providing training activities related to budgeting, finance, accounting, and other Department of State operations
Assist in closing out financial transactions for US Mission Afghanistan including analysis of unliquidated obligations and support to the contracting office closing out contracts

Requirements
:
Bachelor’s degree in business administration, finance, accounting, or similar and 10 years’ experience in financial management, analysis, and financial operations in an overseas environment.
10+ Years Subject Matter Expertise
Extensive expert knowledge of Department of State financial operations (both domestic and overseas financial operations)
Specific knowledge of Department of State Afghanistan and CARE funding structures and processes
Extensive knowledge of Department of State financial systems
Experience with Department of State cost reimbursement system for overseas administrative support services
Working knowledge of personal computers and general administrative practices
Must have an active / current Secret Security Clearance
