The Fire Department, City of New York (FDNY) seeks a full-time Director of Budget and Administration to join the Bureau of Technology Development & Systems (BTDS) and Plant Operations. The selected candidate will report directly to the Deputy CIO For BTDS. The ideal candidate has excellent communication and organizational skills to manage the day-to-day operations in the area of budget and procurement, personnel administration, training and development, and contract administration. The selected candidate will oversee administrative and business process support efforts for both BTDS and Plant Operations. The incumbent will directly oversee 4-5 administrative staff of

various titles and skill-sets as well as serve as a liaison between executive, management and program staff to ensure organizational and stakeholder needs are accurately communicated and addressed. Duties will include, but not be limited to: oversight and monitoring of PS and OTPS budgets, reviewing contract specifications, monitoring expenditures and payments to ensure capital and grant asset compliance and payment obligations are met, and work closely with the agency's budget, purchasing units and the City's Office of Management and Budget and outside vendors. Conduct annual budget reviews and produce financial reports and plans to management. Supervise and guide

staff on work order and project management programs. Liaison with HR and Payroll to coordinate new hire, retirement, on the job injury, extended leaves, and medical requests and ensure compliance with agency policies. Review processes to ensure standardization and efficiency and make recommendations for improvement.

Special Working Conditions: May be required to work shifts including nights, Saturdays, Sundays, and holidays.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
