Job Overview: The Deputy Director, R&P Budgets and Finance sits within IRC headquarters Resettlement, Asylum, and Integration (RAI) Department which manages programming that serves refugees, asylum seekers and other types of newcomers. The IRC currently has a network of 27 offices which implement some or all the following programs: Reception and Placement, Matching Grant, Preferred Communities. The overall objectives of the position include leading the tracking and reviewing certain types of direct program spending and ensuring that spending is on target and in accordance with program guidelines. The Deputy Director, R&P Budgets and Finance serves as the interface between the national resettlement team and resettlement programs across the IRC's local offices. The position will oversee the Finance Coordinator, IRUSA; Finance Coordinator Preferred Communities and Program and Budget Officer, RSC and will collaborate with partner organizations. This position works closely with the headquarters Program Officers for Reception and Placement, Matching Grant, and Intensive Case Management to ensure compliance with program requirements as well as the headquarters finance team to ensure adherence to IRC's accounting systems. The Deputy Director, R&P Budgets and Finance has dual reporting to the Director of Resettlement & Senior Director of Finance, RAI and works closely with other RAI staff and external partners.Major Responsibilities:
  • Function as the Resettlement team's strategic lead for all matters related to program finances.
  • Recruit, hire and manage Finance Coordinators (IRUSA & Preferred Communities) and Program and Finance Officer roles under oversight and work closely with partner organizations.
  • Supervise the financial reporting verification, voucher examination, payment disbursements, timely correction of any findings, and transaction posting of IRUSA through the Finance Coordinator Partnership incumbency.
  • Lead the financial due diligence of the PEERS PCA vetting of IRSUA and any future Resettlement Institutional Partner.
  • Coordinate efforts on designing sustainable business solutions for our ERP to mitigate client data inaccuracy.
  • Provide in-depth analysis of expenditure trends and developing matrices for performance and control.
  • Monitor spending rates of three programs across 27 IRC local offices. Regularly review and analyze budget vs actuals and inform local offices of variances from target. Address potential underspending and overspending in collaboration with relevant Program Officer.
  • Develop and monitor protocols for in-kind resource generation and tracking.
  • In liaison with the relevant Program Officer & Field Finance team, draft, and review proposal budgets; revise program budgets throughout the program year.
  • In coordination with Regional Budget Manager, ensure Reception and Placement, Matching Grant and Preferred Communities grant budgets are visible in PowerBi.
  • Manage, track, and distribute pools of direct assistance (+$1M)
  • Prepare financial reports for donors not managed by HQ Finance and internal purposes.
  • Ensure compliance with IRC's Financial Internal Control procedures.
  • Prepare and disseminate the monthly R&P Administrative spending tool to field offices.
  • Analyze trends in Direct Assistance and Administrative spending and advise Senior Director of Finance, RAI, and Director of Resettlement on areas of concern.
  • Work closely with the INTEGRA and PowerBi teams to enhance tracking of spending and automation of reports.
  • Strategic partner with Resource Acquisition and Management (RAM) team to develop proposal budgets for initiatives that are directly or indirectly related to Resettlement (Domestic & International).
  • Perform other ad-hoc projects and responsibilities as assigned by the Senior Director of Finance, RAI, and Director of Resettlement.
Job Requirements:
  • Bachelor's degree, preferably in Accounting, Finance, or Business Administration. Master's degree and/or CPA, CIA, or CFA certificates are highly desirable.
  • Minimum 5-7 years' experience with non-profit financial teams, US Government funding and stewardship standards.
  • Advanced skills in MS Excel, data visualization and use of databases.
  • Prior experience working with partner organizations.
  • Must be able to communicate clearly verbally and in writing in a motivational manner.
  • Knowledge of the Department of State's Bureau for Population Refugees and Migration Reception and Placement Program and its guidelines. Knowledge of Health and Human Services' Office of Refugee Resettlement Matching Grant and Preferred Communities programs a plus.
  • 5+ years working on these programs with emphasis on fiscal management.
  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytic critical thinking skills
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Ability to supervise and manage staff.
  • Highly proficient in Microsoft Office suite
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Ability to manage and work through change in an initiative-taking and positive manner.
