Senior Analyst, Compliance and Costing

Responsibilities: Prepare costing at the University including areas such as fringe rate development and analysis, and USPs. Develop principles for costing across the University to provide senior leadership with data-based decision support and to meet regulatory requirements for rate development. Oversee the development and maintenance of complex costing models to allocate costs based on the appropriate metrics using methods that align allocation to cost drivers. Develop standards and policies for direct assignment of costs, allocation of costs, and charging of internal services. Exercise judgment to achieve appropriate costing, balancing cost benefits of different methods and considering departmental users' compliance and decision makers' ability to interpret information. Plan and monitor activities related to the development and organization of the University's cost allocation system, including analysis of internal and external service costs, development of the federal Facilities and Administrative (F&A) rate, and fringe rates. Prepare annual financial reporting and analysis for the University's fringe benefit pool. Prepare external reports related to cost accounting and audit work, ensuring timely and accurate submissions in compliance with relevant regulations. Lead or perform special projects as necessary. Financial modeling, forecasting, and internal controls for both USP and external service providers. Drives compliance of USPs, evaluating rate development methodologies for compliance with federal costing rules and university policy. Deliver and support campus-wide training for departmental business administrators regarding service provider rates. Develop and implement monitoring plans for service providers to ensure compliance with federal regulations and university policies. Coordinate the annual service provider registration and rate submission process. Continually improve costing related processes by soliciting stakeholder feedback and implementing changes to enhance efficiency. Provide guidance on internal and operational financial controls to university business units. Translate department finance strategies into goals. Analyze and synthesize information to design and create accurate and timely reports. Establish, implement, and maintain strong internal controls in assigned areas. Supervise staff as necessary, providing outreach, training, and corrective efforts. Provide a high level of service that cultivates strong working relationships and effectively communicates information. Required Skills: Comprehensive knowledge of financial costing concepts, modeling, and analysis integrating multiple pieces of financial information. Excellent written and verbal communication skills; detail-oriented. High standards for personal and professional excellence, achievement, and integrity. Exceptional analytical and problem-solving abilities; experience with electronic management and workflow tools. Demonstrated experience working effectively with customers and sponsors at multiple levels of complex organizations. Preferred Education: In-depth working knowledge of the Uniform Guidance (OMB Circular A-81) as well as sponsor policies, including NIH, NSF, and DOD is preferred. Bachelor's degree in Accounting, Business, Economics, or Finance. Six years of related experience or an equivalent combination of advanced education and experience.
